Job Description

Good Neighbors Cambodia (GNC) is the field country office of Good Neighbors International working in 37 countries in the world. GNC is implementing long-term development program focusing on sponsorship, child protection, education, health, WASH, income generation & partnership building and advocacy in 9 Community Development Programs in 5 provinces of Cambodia; and we are expanding more programs to other provinces to meet our rapid growth. GNC is now working with key sustainability partners and relevant department of government and NGOs to promote positive impact to vulnerable people, especially children.

We are inviting motivated and qualified candidates to join our dynamic team for the following positions:

  • Finance Officer for Social Enterprise & Micro Credit, 1 position based in Head Office, Phnom Penh
Job Responsibilities & Duties

General Financial Support on Social Economic Division team and Grant Management

  • Ensure patent, monthly and annual taxation of Social enterprise compliance with GDT.
  • Ensure the annual declaration with ministry of commerce. 
  • Ensure accuracy of GSI financial statement
  • Ensure accuracy of GNCS Holdings financial statement
  • Ensure bank reconciliation is made every month
  • Provide guidance and technique to AFO of social enterprise
  • Provide guidance and technique how to management Designated/grant fund.
  • Ensure Designated/grant fund have been implement according to approved proposal.
  • Assist and review on proposal writing when needed. 
  • Review and check across Designated/grant fund management via QuickBooks.
  • Ensure high secure of keeping IG documentations and financial data
  • Ensure accuracy of IG members transaction recording into IIGGs
  • Provides guidance and technique support to CDF IG staff of recording into IIGGs.
  • Fix the errors in IIGGs 
  • Ensure to compute payment schedules according to approved proposal
  • Work with Social Enterprise Division to identify their financial goals and to find ways of reaching those goals.
  • Support IG Department for setting credit policies, credit lines and procedures
  • Collaborate and support with Health sector staff to ensure CHS system run without an error
  • Review monthly CHS report
  • Other tasks as required by the Head of Finance Department and Country Director.

General Coordination 

  • Provide technical support to finance staff of respective projects to make sure that all financial transactions of the fund are carried out and recorded in accordance with the standard of financial procedures.
  • Oversee cash flow control of petty cash, safe-box, cash count, bank record, bank reconciliation, payroll list, payroll slip and all financial transfer requirements.
  • Oversee progress budget execution status of the respective projects.
  • Monitor to ensure that each of the projects maintain an appropriate filling system to include all essential finance relevant documentation to ensure accurate tracking and documentation for audit purposes.
  • Follow up on the outstanding cash advance, accounts payable and accounts receivable system in order to ensure complete and accurate records of all moneys.
  • Monitor revenues and expenses of the projects for cost effectiveness and efficiency.
  • Develop accounting procedures by analyzing current procedures and recommending changes.
  • Conduct monitoring and coaching visit to respective projects to ensure that they are performing the required functions effectively and efficiently.
  • Provide guidance, support and expertise to Admin and Finance Officer as necessary.
  • Communicates with the Head of Finance Department as to where improvement is needed.
  • Prepare materials for annual budget planning such as analysis, budget performance reports and year-end close data;
  • Evaluate accounting and internal control systems and identify and communicate control risks, potential consequences and recommendations.
  • Evaluate finding, investigate inconsistencies, suggest modification for the work program as necessary, review subsequent events, justify and prepare appropriate reports for users within the organization, including recommendations to enhance business performance.
Job Requirements
  • Bachelor degree in Finance or Equivalent;
  • Minimum 3 years-experience in social enterprise and microfinance or related field;
  • Knowledge of finance, accounting, budgeting and cost control procedures;
  • Ability to gather and analyze statistical data and generate reports;
  • At least 2 year experience in QuickBooks accounting system;
  • Advanced knowledge of word processing and spreadsheet is a must;
  • Fluency in English, both writing and speaking;
  • Aptitude and interest in financial management and accounting;
  • Highly organized punctual and able to multi task and set priorities to meet deadline.
  • Flexible and able to adapt to change work assignment on a routine basis.
  • Honest and trustworthy, hard-working and willing to learn.
  • Humble and steward-like accountability.

Beside basic salary, the successful candidate will be offered a competitive salary and other benefits such as 13th month salary, seniority fund, health, life and accident insurance for 24 hour and phone card allowance.
