The Advocacy and Policy Institute (API) is a leading Cambodian capacity-building organization in the areas of advocacy, policy influencing, citizen engagement, and good governance. API is a non-profitable, non-governmental organization (NGO) with the mission to serve the long-term democratic and social development needs of Cambodia through empowering people to interact with their government to protect their rights. API’s Goal for the current Strategic Plan 2024-2028: “In 2028, Cambodia will be a more harmonious and inclusive society with sustainable development, good governance, and respect for democratic principles and human rights.”
We are now looking for qualified candidate to fulfill the position below:
- Program Coordinator and Trainer
- With support from the API Management Team and Trainer Team, the Program Coordinator and Trainer will coordinate with the API Trainer Team, EWMI and CSR’s partners to implement the following approaches and activities:
- Objective 1: Provide flexible financial and technical support available to bolster the agency and resilience of civil society and grassroots organizers, across sectors.
- Identifying and Mapping Emerging and Established CSOs, CBOs, and Networks
- Pre-Award Assessment: API and EWMI will conduct a pre-award assessment to select potential CSOs, CBOs, and networks to be sub-granted. Its purpose is to assess the organization’s capacity to manage the grant effectively.
- Providing Flexible Grant Support: API will strengthen capacity and advocacy efforts to selected CSOs, CBOs, and networks. API will strengthen the selected organizations on CSR technical and financial instructions, compliance, legal requirements, and templates, including guidance on proposal writing based on their plans. API team will conduct organizational assessments using USAID, EWMI & API’s tools, specifically Non-U.S. Organization Pre-Award Survey (NUPAS), Organizational and Advocacy Capacity Assessment (OACA) and the Network Organizational and Advocacy Capacity Assessment Tool (NOACAT). These assessments will identify needs and establish capacity-strengthening plans. The capacity gaps identified will be addressed in the NGO’s Customized Capacity Strengthening Plan (CSP).
- Capacity Building and Technical Support: To ensure effective grant management, API will provide capacity building for regrant awardees based on the identified priorities in the NGO-CSP and CBO-EP within the scheduled timeframes. This will be followed by ongoing, scheduled coaching and comprehensive technical assistance as requested by partner organizations.
- Objective 2: Promote practices that strengthen strategic decision-making, resource mobilization, coordination, communication, and long-term planning to advance reforms.
- Need Assessment for NGOs/Networks: Once an organization is selected based on the Pre-Award Assessment (the assessment result will be used to inform the capacity building development plan), API will collaborate with selected organizations to conduct EWMI’s comprehensive organizational and advocacy capacity assessments (OACA and NOACAT). API will conduct a targeted capacity need assessment to assess additional learning needs for technical knowledge and skills to ensure relevant and effective training and capacity-building efforts. Based on all assessment results, API, in consultation with each partner organization, will develop a Customized Capacity Strengthening Plan (CSP).
- Execute the targeted Capacity-Building Initiatives for NGOs and CBOs: Based on priorities in NGO-CSPs and CBO-EPs, API will deliver capacity-building activities using training workshops, technical assistance, mentoring, and peer learning during various project stages with logistic support from respective organizations and CBOs. The learning progress (change in capacity, behaviors, service reach, etc.) will be assessed through surveys, and observation, and will be regularly documented and shared with recipient organizations. In addition, API will engage in networking meetings and workshops and disseminate learning outcomes via social media and collaboration with Open Development Cambodia (ODC).
- Objective 3: Strengthen access to learning, networking, and exchange opportunities that civil society identifies as central to the success of their work.
- Organizing Exchange Learning Events for NGOs: API will organize events covering topics like project management, fundraising, and advocacy. Annual plans will be developed in consultation with NGO partners.
- Hosting Networking Events for CSOs: The event will bring together thematic-based NGOs with primary purposes: i) to establish valuable connections and partnerships; ii) to serve as a platform for best practice sharing successful strategies and approach to advocacy, strategic partnership with diverse stakeholders, civic engagement and building collective actions and influencing voices of CSOs; iii) to encourage innovative solutions to common challenges; iv) to foster mutual collaboration and joint initiatives.
- Coordinate with M&E Specialist for the API organisational and project evaluation framework and online M&E platform to entry data & report results and disseminate among staff, partners and donors for discussion to identify success and challenges and improvements.
- Objective 4: Strengthen Resource Mobilization
- Lead or participate in fundraising efforts of API and partner organizations to contribute to achieving the goal of the Civil society and grassroots organizations will be more effective and civil society’s ability to function and the API's strategy goal 2024-2028 and mission.
- Master’s Degree in Management; Development Study; Political Science, Human Rights, or a related field.
- At least 10 years of experience in NGOs, specializing in providing organizational capacity development and organizational governance and leadership position is preferred.
- Proven track record of successful performance in NGO leadership roles.
- Strong written and verbal communication and interpersonal skills to build and maintain relationships with clients, partners, and stakeholders.
- Excellent analytical and business communication skills.
- Knowledge of funding opportunities and income generation initiatives.
- Strong organizational and time-management skills.
- Ability to work independently and to coordinate teamwork.
