Integrated Early Childhood Development Project (IECD)
(Location TBD, Cambodia)

Scope of Work:

The Gender Coordinator will function as the lead advisor responsible for ensuring the effective mainstreaming and delivery of gender-related activities for the USAID-funded Integrated Early Childhood Development (IECD) project. This project focuses on promoting nurturing care for the most-vulnerable newborns and young children, starting before birth, using evidence-based integrated programming in early-childhood development to provide for children’s health, nutrition, safety and security, responsive caregiving for social and emotional well-being, and opportunities for early learning.

The Gender Coordinator will have primary responsibility for planning, initiating, managing, and supervising activities related to gender within the project. He/she will train project staff in gender concepts, ensure mainstreaming of gender across all project activities, oversee the implementation of gender-transformative program activities, and document learning and evidence on program approaches. As a cross-cutting area of work, the Gender Coordinator is expected to work with and build the capacity of project staff across different technical areas, including early childhood development, nutrition, livelihoods, and WASH. 

The Gender Coordinator will report to the Nutrition Team Lead and will work closely with the technical program leads for Early Childhood Development, Inclusion, and Monitoring an Evaluation.

Job Responsibilities & Duties
  • Prepare and oversee implementation of project plans for gender-related activities. 
  • Ensure that gender is incorporated within overall program plans and documentation in preparation of any other work plan as needed
  • Ensure project staff conduct gender-related activities according to work plan
  • Develop training materials, such as training curriculum and lesson plans, training handouts, slides, and other documents related to nutrition and NC component when needed. Organize and deliver training for project staff, stakeholders, and community volunteers
  • Develop or refine communications materials to support gender-transformative activities; review and ensure that other project documentation and materials are gender-sensitive and free of harmful gender norms. 
  • Plan and carry out gender-related assessments and audits, both for external activities and for internal project operations
  • Provide regular technical advice to project management and staff on gender and inclusion 
  • Conduct detailed coaching, supervision, and mentoring to staff who are responsible for implementing gender-transformative activities, to ensure high quality facilitation 
  • As the project focal point for gender, develop and lead activities throughout the year to build gender capacity for all IECD project and operational staff, ensuring that gender equality is embedded in routine project activities and operations 
  • Conduct regular field supervision and monitoring in project areas to check program quality and delivery; document and follow up on any issues identified. 
  • In collaboration with Monitoring and Evaluation team, ensure results-based project management for gender activities: review and analyze regular project monitoring data, identify issues, recommend project adjustments, and adapt approaches and materials as needed.
  • Represent the IECD project in meetings and workshops related to gender and equality.
  • Build strong working relationships with local, provincial, and national level stakeholders related to gender.  
  • Contribute to and/or develop publications, research, briefs, and presentations related to gender
  • Prepare detailed monthly updates and contribute to project reports 
Job Requirements
  • Master’s degree in gender studies, social welfare, development studies, public administration, or related field
  • High level of technical skills and training in gender-related programming
  • At least 5 years-experience in the development and implementation of gender-focused program activities
  • Strong facilitation, coaching, and mentoring skills
  • Good understanding of monitoring and evaluation approaches for gender-related programming
  • Experience of working and coordination with NGOs and government agencies; demonstrated relationships with key gender-related stakeholders
  • Excellent inter-personal and communications skills; knowledge of social and behavior change programming preferred
  • Experience working in multi-sectoral development programs preferred (such as nutrition, ECD, food security) 
  • Fluency in Khmer and reasonable command of written and spoken English
  • Ability to use Windows-based applications: word processing, Excel, email/internet.
  • Experience working in rural Cambodian communities
  • Ability and willingness to undertake extensive field travel when needed.
