The Royal Government of Cambodia (RGC) has obtained financing from the International Development Association IDA) towards the cost of the Cambodia Southeast Asia Disaster Risk Management Project II for rehabilitation and upgrade of Rural Roads in Cambodia. The proposed PDO is to be achieved through the following components: (1) Institutional strengthening for disaster resilience at the national level; (2) Resilient rural transport infrastructure reconstruction and maintenance; (3) Project Management; and (4) Contingency Emergency Response.
This 5-year project, commencing from 8th of September 2022 to 31 August 2027, implemented by Cambodia, Ministry of Rural Development, is comprised of four components:
Component 1: Institutional strengthening for disaster resilience at the national level. This component will focus on capacity building for DRM, in line with government priorities.
Component 2: Resilient rural transport infrastructure reconstruction and maintenance: This component will focus on civil works for the strengthening, climate resilient rehabilitation, safety, and maintenance of selected existing rural transport infrastructure that are vulnerable to disasters.
Component 3: Project Management: This component will support the initial day-to-day coordination, management, and implementation of KH-SEADRM2, while building institutional capacity to sustain investments beyond the project’s closure.(1) selection of individual consultants to support project implementation, (2) Procurement of Goods to support project operation, (3) coordination activities, knowledge sharing, and project outreach and dissemination activities; and (4) operating costs, including sub-project offices equipped with videoconferencing and remote working facilities.
Component 4: Contingency Emergency Response Component (CERC) (US$ 0m). This component is designed to provide swift response in an event of an Eligible Crisis or Emergency, through reallocating project funds to support emergency response and reconstruction, as needed.
- The Project Coordinator will work under the direction of the Project Manager, the PC is expected to carry out the following tasks:
- Undertake general administration responsibilities, including project office operations, maintenance, transportation/logistics
- Minute taking and reporting in Khmer and English
- Draft correspondence and prepare communications, such as memos, emails, invoices, reports and other correspondence relating to administrative matters and follow up on the sent-out correspondence;
- Maintain files of rules, regulations, administrative instructions and other related project documentation (both hard copy and electronic), in line with Government SOP;
- Carries out administrative duties such as: filing, typing, copying, biding, scanning etc.
- Act as focal point for asset management and maintain office equipment and stationery supplies;
- Organizing meetings, workshops and seminars, travel arrangements; and logistic arrangements;
- Schedule appointments and maintain calendars for the Project Manager;
- Schedule and coordinate staff travel missions and other meetings/ training workshop and conferences;
- Assist the project manager in preparation of the reports, documents for meetings and minutes of meetings.
- Prepare monthly report and submit to project manager as requires.
- Perform other duties, as assigned by the Project Manager.

- The PC will prepare and submit monthly performance reports on the tasks performed by him/her to the project manager.
- At least Bachelor degree of Public Administration, Law, English, or a related field
- At least 3 years of work experience in administration with government, development partners, NGOs or private companies.
- Experience in supporting the implementation of development projects, is an asset.
- Strong administrative and organizational skills;
- Knowledge in various MS Office applications (Word, Excel, Power Point, etc.);
- Ability to use office machines and equipment such as copier, scanner.
- Fluency in spoken and written English and Khmer
