Position: Technical Programme Officer for Child Protection
Location: Urban Programme office

I. THE PURPOSE OF THE POSITION
WVI-Cambodia revised national strategy 2019-2022 includes three strategic objectives, one of which is Protection and Participation. This new strategic objective encompasses child protection and adolescent development programming, which will operate as distinct technical units.
The Technical Programme Officer is responsible for supporting the adaptation and implementation of the Child Protection and Adolescent Technical Programme at Zonal level, H/She is working with the Senior Manager for Zone, Provincial Programme Manager, and AP manager to strengthen the quality of programme implementation, monitoring and evaluation, and research and learning for contribute into continuous programme improvement and innovation.
The Technical Programme Officer will also responsible for leading the capacity building, provide coaching and support to Technical Project Coordinator (TPC) who are the team which implements technical programming, and representing WVI-C to technical networks at zonal/provincial level.
Provides technical support and guidance in the adaptation and implementation of Child Protection and Adolescent Technical Programmes to Area Programme Staff in collaboration with Technical Programme Lead and Technical Specialist to maximise the impact of World Vision’s technical programming in the lives of vulnerable children in Cambodia.
- Provide technical support and guidance of the Adaptation and implementation of technical programmes (TPs) to Area Programme Staff in line with Technical Programme quality standards and requirements.
- Lead the delivery of technical capacity building planning for the Area Programme staff to ensure child protection and adolescent programme implementation in Cambodia is a high standard.
- Support Technical Programme Lead, contribute to WVI’s advocacy agenda and actions at the sub-national and local levels in Cambodia resulting in improved outcomes for children.
- Bachelor’s Degree in development or relevant social science, or similar disciplines
- At least 3 years of experience of child protection programming, project management and supervision to teams
- Experience in analysing and solving problems, persuading, networking and negotiating
- Experience in representation to technical staff in INGOs and/or technical networks or working groups
- Strong technical understanding of sector/model; able to clearly communicate drivers for change in technical area
- Strong understanding of programme or project implementation, monitoring, evaluation and report writing
