Kampuchean Action for Primary Education (KAPE), a local NGO based in Kampong Cham, seeks condidate to fill the position below.
KAPE is a well-established and fast growing NGO working across Cambodia to develop the capacity of schools to deliver high quality educational programming in the formal education sector. Readability Software is a JAVA/VB application software, Microsoft Word Add-ins, and OpenOffice Extensions which have a function to be able to count Khmer characters (consonants, vowels, and special characters), syllables, and words as well as identify the number and length of sentences using the readability (level) formula that developed under the collaboration between KAPE, MoEYS, and counterparts. This is a new software that will as part of a new innovation in term Khmer Language context with supporting from ChildFund Cambodia Organization. The selected candidate/company will be asked to begin work as quickly as possible as possible.
The Consultant be expected deliver following outputs:
- Discuss and draft of software application platforms in consultation with KAPE technical team
- Develop a standardized Readability Software functional capacities both as standalone application and Microsoft Word Add-ins as well as OpenOffice Extensions to be able to count Khmer characters (consonants, vowels, and special characters), syllables, and words plus identify the number and length of sentences using the readability (level) formula
- Field test application and finalize software based on the results of the pre-testing and feedback from the working group which consist of KAPE, MoEYS, and counterparts
- Provide soft code and application
- Develop Comprehensive Users’ Manual
We are looking for someone/company who not only has skills in the areas we seek, but also someone with eagerness to learn new ideas about using technology for improving reading and to find ways to put these into practice.
The successful Consultant should have combined skills and backgrounds include significant professional experience in designing, implementing and managing software application development. S/he should possess the following minimum requirements:
- Advanced University degree in software engineering, computer science, or equivalent plus related fields with solid foundation in Khmer Unicode, with strong competencies in algorithms and human centered design
- At least three years of professional work experience in software application development, preferable in Cambodia or with Khmer language
- Deep technical knowledge of software application development – especially Microsoft Word Add-Ins and OpenOffice Extensions (OpenOffice.org API)
- Technical coding skills with JAVA, VB, VB.NET, C#, Python, PHP
- Well-organized, with good planning, project management, and problem-solving abilities
- Ability to communicate well in both Khmer and English a strong advantage
