Organization Background:

Program Overview:
WCS has been working in partnership with the Royal Government of Cambodia since 1999, providing technical advice and support for the conservation of key habitats and species across the country. The Northern Plains is an area of >400,000 ha of lowland tropical deciduous and semi-evergreen forest that supports at least 50 globally threatened mammal and bird species. In the Northern Plains Landscape our collaborative projects with the Ministry of Environment focus on law enforcement, eco-tourism, biodiversity monitoring and community land use planning. These efforts are funded by a wide range of bilateral, multi-lateral and foundation donors.
Job Summary:
The primary objective of the NP LTA is to provide technical and management support to senior project staff in four forested protected areas in the Northern Plains to improve biodiversity conservation outcomes. The position will also oversee and support the WCS Northern Plains biodiversity monitoring unit in the implementation and reporting of high quality and effective biological monitoring. The NP LTA is required to maintain and develop good relationships with donors, partners and government.
The NP LTA will work closely with the USAID GPL Deputy Chief of Party, WCS/GPL Northern Plains Landscape Manager, WCS Country Director and Senior Technical Advisor.
70%-time allocation USAID Greening Prey Lang Project (Preah Vihear)
- Support the WCS/GPL Northern Plains Landscape project staff and relevant government authorities to develop strategic plans for improving the management of protected areas, including SMART patrolling and law enforcement, community engagement, and biological monitoring.
- Support and advise WCS/GPL Northern Plains Landscape project staff to coordinate the necessary participatory steps to develop an agreed PA zonation plan with all relevant authorities and stakeholders.
- Provide technical support to WCS/GPL project staff to implement patrolling and law enforcement, community engagement, community compliance and biological monitoring activities
- Support the WCS/GPL Northern Plains Landscape Manager on development and management of budgets, while ensuring proper narrative and financial and reporting procedures are followed
- Support Provincial Department of Environment with the implementation of SMART (a law enforcement monitoring and management tool), assisting with the analysis of monthly, quarterly and annual SMART reports for both biodiversity monitoring and patrol teams in both protected areas, and the implementation of an adaptive, intelligence led enforcement strategy across the landscape
- Work with WCS/GPL field staff and local NGO partners to support the expansion of conservation incentive schemes (Bird Nest Protection Scheme), whilst ensuring that they are implemented to a high standard and benefit biodiversity and people
- Maintain and support development of WCS/GPL project activity Monitoring and Evaluation systems, supervising field staff implementation
30%-time allocation
- Work closely with the WCS Grants and Donor Compliance Manager to coordinate Northern Plains project reporting (quarterly and annual), grant financial planning and management, and other reports according to requirements of donors, implementing partners and other stakeholders.
- Maintain and develop good donor relations, through high-quality, timely reporting and coordinating visits
- Lead on the development of funding proposals in the Northern Plains Landscape
- Ensure project implementation is in line with, and compliant to, donor and WCS policies and procedures
- Other work assignments, duties, and/or functions as WCS or its management may designate or instruct in the course of its operation, which may include assignments, duties, and/or functions that vary from the above
- Master’s Degree or PhD or in an Ecological science or other relevant subject
- Minimum 5 years’ successful experience working in similar position with an NGO (local or international), in particular experience of providing technical and Project Management support.
- Computer skills mandatory. Proficient in Microsoft Office Applications (R and Access are desirable)
- Strong leadership and interpersonal skills, solid program development, financial and organizational development skills; strong coaching skills and excellent analytical and financial planning skills.
- Strong analytical and interpretative problem solving skills
- Knowledge of the policies, regulations, reporting formats, and cultures of traditional donors, including USAID is desirable
- Able to multi-task, establish priorities and meet deadlines
- Excellent oral and written communication skills in English
