The Advocacy and Policy Institute (API) is a leading Cambodian capacity-building organization in the areas of advocacy, policy influencing, citizen engagement, and good governance. API is a non-profitable, non-governmental organization (NGO) with the mission to serve the long-term democratic and social development needs of Cambodia through empowering people to interact with their government to protect their rights. API's Goal for the current Strategic Plan 2024-2028: "In 2028, Cambodia will be a more harmonious and inclusive society with sustainable development, good governance, and respect for democratic principles and human rights."

This Terms of Reference (ToR) outlines the scope, deliverables, responsibilities, and payment terms for the role of Fundraising Advisor to the Advocacy and Policy Institute (API) in Cambodia. The consultant will support API’s fundraising efforts in climate change, economic development, and related sectors.

Job Responsibilities & Duties
  • Scope of Work:
  • Provide strategic fundraising support with a focus on Asian, Australian, EU, and U.S.-based foundations and donors.
  • Draft, edit, and review concept notes and full proposals in alignment with API’s strategic priorities.
  • Advise API on donor mapping, fundraising strategies, and partnership development.
  • Support API in cultivating relationships with potential funders, including former colleagues at Pact or relevant networks.
  • Offer guidance on proposal budgeting, logframes, and alignment with donor priorities.
  • Support consortium development and vetting of prospective partners where needed.
Job Requirements
Work History:
  • At least of experience in international fundraising, proposal development, and donor engagement for 10 years
Skills & Knowledge:General & Technical Skills
  • Proven track record of securing funding from U.S.-based foundations, bilateral donors, or philanthropic institutions.
  • Strong writing and communication skills in English.
  • Familiarity with the Cambodian development context and civil society.
  • Experience in climate change, governance, or human rights sectors.
  • Excellent networking, cultural sensitivity, and ability to work independently and remotely.
