The Agricultural Services Programme for an Inclusive Rural Economy and Agricultural Trade (ASPIRE-AT) is a government initiative implemented by the Ministry of Agriculture, Forestry, and Fisheries (MAFF) and financed by the International Fund for Agricultural Development (IFAD), the European Investment Bank (EIB), and the Government of Cambodia (GoKC). ASPIRE-AT builds upon the success of the ASPIRE Programme (2015-2022).
The program aims to promote inclusive and sustainable agricultural growth, benefiting 100,000 smallholder farmers and 25,000 landless or land-poor households. It focuses on pro-poor value chains, including:
- Vegetables for the domestic market
- Native chicken for the domestic market
- Maize, cashew, fresh fruit, and processed fruit for export
Under Subcomponent 2.2 – “Strengthening the enabling environment for competitive agricultural” – the programme will recruit positions below:

Interested candidate will be selected in accordance with the Individual Consultant Selection-ICS method set out in the IFAD and the RGC’s SOP for Externally Financed Project in Cambodia Updated Version Dec 2019.
