Agriculture Services Programme for an Inclusive Rural Economy and Agricultural Trade (ASPIRE-AT) is a programme of the Government of the Kingdom of Cambodia (GoKC) implemented by Ministry of Agriculture, Forestry and Fisheries (MAFF) and financed by International Fund for Agriculture Development (IFAD), European Investment Bank (EIB) and GoKC. ASPIRE-AT builds on the success of the Agriculture Services Programme for Innovation, Resilience and Extension (ASPIRE) implemented from 2015-22.
The Project Objective of ASPIRE-AT is inclusive and sustainable agriculture sector growth based on exports and domestic markets has increased incomes of rural producers and workers. The target beneficiaries are 100,000 smallholder farmers and 25,000 landless or land-poor households ready to take advantage of employment opportunities. These groups will be reached through direct support to about 500 Producer Organizations (POs) and to small and medium agricultural enterprises (SMAEs). About 50% of beneficiaries will be women and 20% will be youth. In line with Cambodia’s population, 1.5% will be Indigenous People.
The target area of ASPIRE-AT is potentially national but the programme focuses activities in selected areas which contain clusters of activities in targeted pro-poor value chains. The initial selected value chains are (i) Vegetables for the domestic market; (ii) Native chicken for the domestic market; (iii) Maize for export; (iv) Cashew for export; (v) Fresh fruit for export; and (vi) processed fruit for export.
The ASPIRE-AT is implemented over a seven-year period commencing in early 2023 the completion and closing date are 31 March 2030 and 30 September 2030, respectively.
ASPIRE-AT isseeking the qualified and experienced consultants to fill the position below:
- Support the Procurement Officer together with the Senior Procurement Specialist to prepare the annual Procurement Plan based on the AWPB and submit the plan to the Secretariat Support Team Manager;
- Conduct monitoring on the implementation of the Procurement Plan and update the plan as needed;
- Assist the Procurement Officer together with the Senior Procurement Specialist to prepare draft of bidding documents of goods, works and the document for the recruitment of the consultant service, bid advertisement/request for EOI, and bid evaluation reports in accordance with provisions of the ASPIRE-AT Financing Agreement and above procurement guidelines.
- Where needed, prepare and follow up on requests for No Objection to procurement actions from MEF and IFAD and EIB.
- Monitor procurement, prepare and submit reports and maintain the procurement record system including all documents, meeting records and correspondence relating to bidding, bid evaluation and contract management. Records are to be maintained to a high standard suitable and contract management.
- Manage and maintain procurement records in a high standard suitable to the needs of the Programme auditor and for ASPIRE-AT management.
- Maintain good and effective communication programme IAs, partners and relevant institutions on day-to-day matter related to ASPIRE- AT procurement.
- Support the Procurement Officer, together with the Senior Procurement Specialist to prepare the procurement section of quarterly and annually procurement programme reports and provide the recommendations or rationale on procurement issues or any procurement items which are deviated from plan.
- Undertake procurement tasks as assigned ASPIRE-AT Director, Manager and Procurement Officer as required.

- Bachelor's Degree in business administration, or other relevant related fields as a minimum
- At least previous experience with procurement using the Procurement Guideline as indicated in the Updated Standard Operating Procedure issued by RGC’ Sub Decree No. 181 អនក្រ, dated 02 December 2019 for 3 years
- knowledge of IFAD procurement guideline and previous ASPIRE work experience is an advantage.
- Fluent in computer literacy especially on Windows and MS Office.
- Written and spoken proficiency in Khmer and a working knowledge of English.
- Must be fully familiar with the transformative gender principles and approach of IFAD, EIB and the RGC and with MAFF gender mainstreaming strategy.
