Job Description

Agriculture Services Programme for an Inclusive Rural Economy and Agricultural Trade (ASPIRE-AT) is a programme of the Government of the Kingdom of Cambodia (GoKC) implemented by Ministry of Agriculture, Forestry and Fisheries (MAFF) and financed by International Fund for Agriculture Development (IFAD), European Investment Bank (EIB) and GoKC. ASPIRE-AT builds on the success of the Agriculture Services Programme for Innovation, Resilience and Extension (ASPIRE) implemented from 2015-22.

The Project Objective of ASPIRE-AT is inclusive and sustainable agriculture sector growth based on exports and domestic markets has increased incomes of rural producers and workers. The target beneficiaries are 100,000 smallholder farmers and 25,000 landless or land-poor households ready to take advantage of employment opportunities. These groups will be reached through direct support to about 500 Producer Organizations (POs) and to small and medium agricultural enterprises (SMAEs). About 50% of beneficiaries will be women and 20% will be youth. In line with Cambodia’s population, 1.5% will be Indigenous People.

The target area of ASPIRE-AT is potentially national but the programme focuses activities in selected areas which contain clusters of activities in targeted pro-poor value chains. The initial selected value chains are (i) Vegetables for the domestic market; (ii) Native chicken for the domestic market; (iii) Maize for export; (iv) Cashew for export; (v) Fresh fruit for export; and (vi) processed fruit for export.

ASPIRE-AT isseeking the qualified and experienced consultants to fill of the position:

Job Responsibilities & Duties
  • Facilitate all the logistic arrangements for the Programme Director in close coordination with the administration unit of the programme secretariate.
  • Support the Programme Director in paper and administration works streamline administrative operations.
  • Support and assist the Programme Director communication flow, in and out as well as scheduling arrangements.
  • Assist the Programme Director with all communication correspondents, including drafting of letters in Khmer and English.
  • Support the Programme Director to maintain good administrative working files and documents to ensure they are in proper order in a systematic function.
  • Manage in-tray documents and other communication papers for the Programme Director to ensure they are timely and effectively actioned as needed.
  • Administratively coordinate with technical team/consultants to ensure the Programme Director is provided with update, relevant and timely information on the risk and effective implementation of the programme;
  • On behalf of the Programme Director, works to support the Programme Secretariat with all events-preparation/organization on tasks pertaining to administrative matters and logistics.
  • Assist the Programme Director to review all communications and administrative letters or correspondents, externally and internally.
  • The Programme Director Assistant will undertake other tasks as required and assigned by the Programme Director.
Job Requirements
Languages:
  • Khmer - Fluent
  • English - Fluent
Qualifications:
  • Bachelor's Degree in public administration communications, public relations or related fields
Skills & Knowledge:General & Technical Skills
  • Possess at least 3 or more years of professional experience in a relevant field such as operation administration, public relations or communications;
  • Proven previous experience in program/project administration and operation coordination, including inter-personal skills in working with multi-cultural teams and working in a cross-cultural environment;
  • Strong knowledge of administration procedures, Khmer written protocol administrative writings, RGC, MAFF, IFAD and EIB administrative and operation procedures;
  • High computer literacy: word processing, spreadsheets, power point;
  • Excellent Khmer and English communication skills (written and spoken).
  • Availability and willingness to undertake visits to the ASPIRE-AT areas.
  • Must be fully familiar with the transformative gender principles and approach of IFAD, EIB and the RGC and with MAFF gender mainstreaming strategy.
