Agronomes et Vétérinaires Sans Frontières (AVSF) is an international NGO operating in 22 developing countries worldwide, with a mission to improve the livelihoods and well-being of small-scale farmers through a One Health approach, addressing public health, social and environment issues. AVSF focuses on three key thematic areas: (i) Livestock Farming, Animal Health and Veterinary Public Health, (ii) Agriculture, Natural Resources, and Climate, and (iii) Producer Organizations and Markets. AVSF is looking for qualified Cambodian candidates for the 3 positions as below to support the implementation of the project “Enhancing CSO Capacities for Sustainable and Inclusive Agricultural Development in Cambodia (Sahakum Chhnaeum project)”, over a 3.5-year period.
- Assist Project Manager in preparing project methodologies, the annual workplan and in the effective implementation of the project activities;
- Lead on the preparation and implementation of M&E plan for the Project, including designing all M&E framework and all data collection tools as well as other forms/templates such as those for reporting.
- Organize and maintain M&E database for the Project (activity/output monitoring and outcome monitoring).
- Conduct capacity assessment on existing monitoring and evaluation system, and develops training plan and deliver M&E training to Project team.
- Lead the baseline and endline studies and reporting.
- Track all project activities, expenditures and progress towards achieving expected outputs and outcomes.
- Monitor and evaluate overall progress on achievement of results, with summary reports.
- Produce regular M&E reports including M&E semi-annual annual progress with Key Performance Tracking Tables.
- Participate in and/coordinate project reviews, including mid-term and final term evaluations.
- Assist the Project Manager in preparing relevant periodic reports.
- Perform other related tasks (to be detailed in a Job Description).
- With strong background in research, data and database information management system.
- Good understanding of project design, project theory of change, and good data analytics skills.
- At least 3 years of work experience in M&E activities (including monitoring activity tracking, baseline, midline and endline studies).
- Excellent organizational, written, and verbal communication skills in English and/or French.
- Ability to write M&E activity reports (in English).
- Proficient in relevant Microsoft Excel, and/or statistical package software/applications.
- Excellent collaboration capabilities, and capacity to work productively in teams.
- Willingness to work and travel to the province desirable.
