Job Description

The project “Building Climate Resilience of Communities in Cambodia’s Protected Landscapes: Biodiversity-Friendly Crop-Livestock Systems for Adaptation (SCALE+)”, implemented by Ministry of Environment (MoE) and Ministry of Agriculture, Forestry and Fisheries (MAFF) in partnership with the Food and Agriculture Organization of the United Nations (FAO) and funded by the Global Environment Facility (GEF), is seeking qualified candidates for the following positions:

Job Responsibilities & Duties
  • Gender and Social Inclusion Mainstreaming
  • Ensure the integration of gender equality, youth engagement, and social inclusion across all project components and activities.
  • Provide technical guidance to the project team to ensure gender-responsive and socially inclusive approaches in project planning and implementation.
  • Support the development of gender-responsive and inclusive project strategies, guidelines, and operational plans.
  • Gender and Social Analysis
  • Conduct gender and social inclusion assessments in the target provinces and project sites.
  • Identify barriers and opportunities for the participation and empowerment of women, youth, Indigenous Peoples, and other vulnerable groups.
  • Address the social-climate nexus in the analysis, to identify climate change and environmental degradation disproportionally affecting women and other vulnerable social groups.
  • Provide recommendations to ensure equitable access to project resources, services, and benefits.
  • Capacity Building and Awareness
  • Design and deliver training and capacity-building activities on gender equality, youth participation, and social inclusion for government partners, project staff, and community stakeholders.
  • Support community awareness activities to promote inclusive participation in climate-resilient and biodiversity-friendly livelihood activities.
  • Monitoring, Evaluation, and Reporting
  • Collaborate with the M&E team to develop and track gender-sensitive indicators and targets aligned with the project results framework.
  • Support the collection and analysis of sex-disaggregated and age-disaggregated data.
  • Contribute to project progress reports and gender-related reporting to FAO and GEF.
  • Stakeholder Engagement and Participation
  • Promote inclusive stakeholder engagement, ensuring meaningful participation of women, youth, and marginalized groups in project activities.
  • Facilitate gender-responsive consultations with communities, CPAs, CFs, and local authorities.
  • Knowledge Management and Learning
  • Document lessons learned, success stories, and good practices related to gender equality and social inclusion.
  • Contribute to knowledge-sharing activities and communication materials related to inclusive climate resilience practices.
Job Requirements
Languages:
  • Khmer - Fluent
  • English - Good
Qualifications:
  • Postgraduate Degree in Gender Studies, Social Sciences, Rural Development, Environmental Management, or a related field
Work History:
  • Gender equality, social inclusion, community development, or climate resilience projects for 5 years as a minimum
Skills & Knowledge:General & Technical Skills
  • Demonstrated experience working with government institutions, development partners, or international organizations, FAO and Global Environment Facility (GEF).
  • Experience integrating gender and social inclusion into environmental, agriculture, or climate-related projects.
  • Strong facilitation, analytical, and communication skills.
  • Strong analytical and reporting abilities.
  • Knowledge of quantitative and qualitative data collection methodologies.
  • Strong capacity-building and training facilitation skills.
  • Demonstrated understanding of gender-responsive and inclusive M&E approaches.
  • Excellent command of Khmer (both written and oral) and good working knowledge of English
