Job Description

Cambodia Development Resource Institute (CDRI)—Cambodia’s leading independent development policy research institute, working to support capacity development within selected government and civil society institutions, is seeking to recruit Data Scientist to support Research Data Unit.

Job Responsibilities & Duties
  • Data compilation and integration/ETL pipeline development: identify and access to relevant data sources (database, APIs, survey, administrative data of government, development partner, and international sources), develop data pipelines from source to destination, and ensure effective data orchestration. Data quality management: Implementation of data quality control and validation procedures to ensure uniqueness, completeness, consistency, validity, accuracy, and timeliness of data.
  • Model development and statistical analysis: apply statistic methods, build machine learning models, select features and tune model parameters, validate model using appropriate metrics.
  • Data visualization: visualize patterns, trends, and generate initial insight to guide modeling and normal distribution based on nature of data, and support evidence base decision making.
  • Engineering and system development and monitoring: support in system development and monitoring
  • Deployment and maintenance: implement models into production system or data platforms, monitor model performance overtime, update models as new data becomes available.
  • Ensure ethical, privacy and governance: ensure responsibility for use of data, comply with the legal and institutional data regulations, address fairness and transparency in models, safeguard personal data, set up strong data protection mechanism, and establish robust data lineage.

Languages:
  • Khmer - Good

Qualifications:
  • Master's Degree
  • Bachelor's Degree in data scientist, machine learning, software engineering, or related skills.
Work History:
  • A mid-level profession that experience working in public, development, or private sector at least for 2 to 3 years
Skills & Knowledge:General & Technical Skills
  • Equiped with strong programming skill (Python, SQL, JavaScript or typescript (React library), ), , and Data engineering, cloud engineering, and UX/UI design.
  • Good communication skills in Khmer and English, both oral and written.
  • Interconnected with social science skill such as social development, economic development, and natural resource management is a plus.
  • Having a strong career development in delivering better service to evidence base decision making to public and private sector is a beneficial target.
  • Having commitment in long run with CDRI merit and mission.
Soft Skills
  • Ability to learn new things especially those related to advanced technologies independently, good ethic and positive attitudes, leadership and autonomy to personal responsibility, and ability to work in a team and independently.
  • Willingness to learn and undertake a variety of duties as required by manager.
