Cambodia's clean water supply sector has expanded significantly over the past decade, largely driven by private investment. Private Water Operators (PWOs) now play a critical role in extending piped water services, particularly in rural and peri-urban areas. As of 2025, more than 400 licensed PWOs operate across Cambodia and are responsible for providing clean water services in approximately 58 percent of villages nationwide.
Cambodian Water Supply Association (CWA) is a local professional association with in-depth expertise in the water supply sector spanning both urban and rural areas of Cambodia. For over a decade, CWA has played a pivotal role in supporting and safeguarding the interests of its members who are private water operators (PWOs), operating across the country. Furthermore, it has fostered productive collaborations with relevant ministries, development partners, financial institutions, and service and equipment suppliers. Notably, CWA is recognized as a key player in partnering with the Ministry of Industry, Science, Technology & Innovation of Cambodia (MISTI) to achieve the ambitious goal of providing clean, safe, and affordable water to all Cambodian citizens. The core roles of CWA are (1) to support and promote cooperation among PWOs in Cambodia, (2) to enhance knowledge and technical skills through the dissemination of best practices, and (3) to foster the sustainability expansion of water supply services throughout the country. As of the end of June 2026, CWA had a total of 338 members of which 285 are licensed PWOs, operating in 23 provinces.
CWA's Strategic Plan 2025–2030 focuses on four strategic objectives:
Strengthening the professional capacity of members;Enhancing member engagement and delivering high-value services;Strengthening industry representation and evidence-based advocacy; andImproving CWA's institutional capacity and financial sustainability.- Lead policy dialogue and facilitation
- Lead the design and implementation of provincial policy dialogue forums pilot in Takeo and Kampong Speu.
- Ensure proper evidence packages for provincial policy dialogue forums.
- Lead stakeholders mapping analysis and consultation with individual stakeholders before multi-stakeholder dialogue.
- Facilitate multi-stakeholder dialogue involving policy makers, national and subnational authorities, PWOs, development partners, etc.
- Ensure dialogue processes generate practical solutions, actionable commitments and accountability mechanisms.
- Lead post-dialogue coordination and follow-up process to enhance the results.
- Identify sustainable pathway for institutionalizing and scaling the result-based policy dialogue beyond pilot provinces.
- Government and Stakeholder Engagement
- Build and maintain strong relationships with senior government officials and decision makers.
- Represent CWA in policy discussions and strategic engagement platforms.
- Promote stronger coordination among relevant ministries and sub-national authorities.
- Support CWA's engagement with the Government-Private Sector Forum (G-PSF) and other relevant policy platform.
- Position clean water supply as a prioritised infrastructure for economic growth in G-PSF and other platforms.
- Strategic Advocacy for Clean Water Supply Sector
- Guide the design and development of Advocacy Strategy for clean water supply sector.
- Guide identification of policy reform priorities and engagement opportunities.
- Provide strategic advice on advocacy positioning and messaging.
- Ensure advocacy initiatives are evidence-based, practical, and results-oriented.
- Institutional Strengthening
- Strengthen CWA's institutional capacity in advocacy, stakeholder engagement, negotiation, and dialogue management.
- Strengthen CWA’s system for issues management, commitment monitoring, accountability and policy engagement.
- Quality Assurance and Strategic Oversight
- Provide technical oversight across all work streams in the interventions.
- Review and quality assure diagnostics, analytical products, policy briefs, etc.
- Ensure integration of GEDSI, climate resilience, and investment-enabling considerations.
- Monitor progress against intervention objectives.
- Provide strategic advice and adaptive management recommendations.

- Master's Degree
- Bachelor's Degree in Public Policy, Governance, Development Studies, Economics, Political Science, or related field
- Professional experience for 10 years as a minimum
- Demonstrated experience working with government ministries and high-level stakeholders.
- Strong facilitation, negotiation, and stakeholder engagement skills.
- Experience leading policy reform, public-private dialogue, or advocacy initiatives.
- Excellent report writing and communication skills.
- Excellent English communication skill (written and spoken)
- Experience in Cambodia's water sector.
- Familiarity with G-PSF or similar policy dialogue for results mechanisms.
- Experience with development partner-funded programs.
- Understanding of private sector development and investment climate reforms.
