Job Description

The Climate Adaptation and Resilience in Cambodia’s Coastal Fishery Dependent Communities “CamAdapt” with the objective “Coastal fishery-dependent communities adapt to climate change through strengthening coastal ecosystem and adapting their livelihoods” will help Cambodia’s coastal communities become more resilient to climate variability and change.

The project will work towards the achievement of four interlinked components to contribute to the project objective:

  • Component 1: Strengthening policy coordination and capacity development for an adaptive enabling environment
  • Component 2: Sustainable Ecosystem Management for coastal resilience
  • Component 3: Fishing Community Adaptation Capacity strengthened
  • Component 4: Knowledge Management

The project has been funded by the Global Environmental Facility (GEF) for 5 years. It is being implemented by the Food and Agriculture Organization of the United Nations (FAO), and directly executed by the General Department of Administration Nature Conservation and Protection (GDANCP) of the Ministry of Environment (MoE) and Fisheries Administration (FiA) of the Ministry of Agriculture, Forestry and Fisheries (MAFF).

Job Responsibilities & Duties
  • Functions / Key Results Expected
  • The Expert will have strong technical background on climate science, climate change adaptation, and vulnerability analysis mainstreaming, and climate change adaptation policy development in fisheries and natural resources sector, particularly in coastal fisheries and protected area.
  • Specifically, he/she will:
  • Together with ITA, environmental economics, and ecosystem valuation expert, Climate Change Adaptation- Fisheries Livelihoods/Gender Specialist, national experts, and Senior National Specialist (SNS), leads overall technical review on fisheries and coastal policies to enhance climate-resilient fisheries and aquaculture investments (activity 1.1.1).
  • Together with the community organizer and partnership expert, carry out a targeted and gender-differentiated Impact and Vulnerability Assessment specifically for coastal fisheries and coastal habitats (activity 1.1.3).
  • Together with international and national experts, Leads the technical design and develop a Guideline on Climate Change Adaptation Action Plan for coastal fisheries-dependent communities through multi-stakeholder consultations (activity 1.1.6) and develop the four CCAP in target province.
  • Develop a participatory CPA monitoring system with key indicators when conducting the Rapid Vulnerability Assessment (stocktaking and monitoring changes, achievements, perceptions, priorities) (activity 2.1.3).
  • Works closely with national DRR and EWS expert, national GIS expert, and national community organizer and partnership expert to backstopping support in the implementation of climate change adaptation and gender priorities of the CPAMPs and other protected area management plans (activity 2.2.1).
  • Works with international Climate Change Adaptation- Fisheries Livelihoods/Gender Specialist and Ecosystem Restoration and GIS experts, national climate change expert and national livelihood and gender expert of CamAdapt, designs, and backstopping supports in participatory Rapid Vulnerability Assessments of coastal Community Fisheries, building on previous assessments and ensuring they are gender-differentiated along the coastal provinces of Cambodia (activity 3.1.1., linked to output 1.1. and 2.1).
  • Works with international and national experts to lead the facilitation process of the integration of community-based climate change adaptation and DRM initiatives into CFAMPs, following Ecosystem-based Adaptation considerations, also targeting CIP and CDP (activity 3.1.2).
  • Support the development of community-based environmental monitoring systems (activity 3.3.3).
  • Together with the EWS for fisheries and Safety at Sea international expert, and DRR and EWS and Safety at Sea national experts, ensure coastal DRM plans include fisheries-specific needs and enhance the current EWS/weather forecast system to address the needs of coastal fisheries together with community-based disaster management committee (e.g. Mobile Programme implemented by People in Need and Safe the Children) (activity 3.4.2).
  • Support the implementation of the CamAdapt MEAL plan/framework for the project including gender-specific indicators and targets, and ensure a link to ongoing government M&E systems (activity 4.1.1).
  • Provide inputs to the CamAdapt project communications strategy (activity 4.2.1) and the engagement strategy (activity 4.3.1).
  • Support the project to develop the project progress report in quarterly and annually
  • Carry out any other relevant duties as required in order to achieve the above tasks.
  • Expected Deliverables
  • Finalize on the Guideline on the Climate Change Adaptation Action Plan for coastal fishing communities.
  • Finalize the Climate Change Adaptation Plan in Kep, Kampot, Preah Sihanouk and Koh Kong.
  • Contribute to development of the High-level policy document (at the national and provincial levels) addressing climate change issues in fisheries and coastal areas. E.g. National Adaptation Plan, Cambodia Climate Change Strategic Plan, NDC 3.0 and other priority related policy
  • Supports to Community Fisheries Area Management Plans (CFAMPs) and Community Protected Areas Management Plans (CPAMPs) development and updating with integration of the government priority in four provinces
  • Provide climate guidance for the systematic tracking of the ecosystem through the CPAMP. E.g. CPAMP’s M&E system
  • Work with national consultants for the completion of the Vulnerability Assessment report for Kep, Kampot, Preah Sihanouk and Koh Kong, and review and finalize the draft report.
  • Update the 40 CFAMPs to include climate change adaptation/DRM actions (after the revision of 1 or 2 CFMAP per province)
  • Inputs to integrate the climate considerations in the M&E system for CFi and integrated into CFAMPs
  • Inputs to the EW system to ensure coastal DRM plans include fisheries-specific needs and enhance the current EWS/weather forecast system to address the needs of coastal fisheries
  • Contribution to project MEAL plan and implementation
  • Contribution to communication materials development
  • Contribution to gender strategy implementation
  • A final report presenting the achievement of the implementation of the assignment.
