The Climate Adaptation and Resilience in Cambodia’s Coastal Fishery Dependent Communities “CamAdapt” with the objective “Coastal fishery-dependent communities adapt to climate change through strengthening coastal ecosystem and adapting their livelihoods” will help Cambodia’s coastal communities become more resilient to climate variability and change.

The project will work towards the achievement of four interlinked components to contribute to the project objective:

  • Component 1: Strengthening policy coordination and capacity development for an adaptive enabling environment
  • Component 2: Sustainable Ecosystem Management for coastal resilience
  • Component 3: Fishing Community Adaptation Capacity strengthened
  • Component 4: Knowledge Management

The project has been funded by the Global Environmental Facility (GEF) for 5 years. It is being implemented by the Food and Agriculture Organization of the United Nations (FAO), and directly executed by the General Department of Administration Nature Conservation and Protection (GDANCP) of the Ministry of Environment (MoE) and Fisheries Administration (FiA) of the Ministry of Agriculture, Forestry and Fisheries (MAFF).

Job Responsibilities & Duties
  • Together with the International Climate Change Adaptation -Fisheries Livelihoods/Gender Specialist and Environmental Economics and Ecosystem Valuation (including GHG savings) expert, review fisheries and coastal policies and legal frameworks.
  • Support in assessing global and local best practices for adaptation and mitigation options.
  • Closely collaborate with International Climate Change Adaptation -Fisheries Livelihoods/Gender Specialist, Climate Change Adaptation in Coastal Areas (Climate Science and Vulnerability Assessments) expert, International Ecosystem Restoration and GIS expert, International Environmental Economics and Ecosystem Valuation (including GHG savings) expert, National Community organizer and Partnership and CamAdapt Consultants to develop a Climate Change Adaptation Action Plan for coastal fisheries dependent communities through multi-stakeholder consultations.
  • Together with the EWS for fisheries and Safety at Sea expert, Environmental Economics and Ecosystem Valuation (including GHG savings) expert, Aquaculture (Mangrove Friendly, Aquaculture, Crab, Bank Cage Culture) expert to develop technical guidance on specific topics to reduce vulnerability in coastal fisheries social-ecological systems.
  • Closely work with International Climate Change Adaptation -Fisheries Livelihoods/Gender Specialist and CamAdapt consultants to carry out a gap analysis of climate change policies, strategies and plans and provide recommendations and knowledge products to integrate fisheries and coastal ecosystem input.
  • Closely collaborate with International Climate Change Adaptation -Fisheries Livelihoods/Gender Specialist, Coastal Ecosystems (on mangroves, coral reefs and seagrass) consultants and CamAdapt consultants to carry out capacity need assessments related to climate change adaptation in coastal areas and impacts on fisheries and coastal ecosystems.
  • Closely work with International Climate Change Adaptation -Fisheries Livelihoods/Gender Specialist, Coastal Ecosystems (on mangroves, coral reefs and seagrass) and CamAdapt Consultants to provide capacity development support (training, technical advice, etc.) on climate change issues, gender mainstreaming, adaptation solutions, climate finance, remote sensing, GHG mangrove saving assessments, etc.
  • Work with International Climate Change Adaptation -Fisheries Livelihoods/Gender Specialist, Ecosystem Restoration and GIS expert, and national GIS consultant revise and update the historic trends, current status, and spatial distributions of mangroves, seagrasses and coral reefs along the whole Cambodian coast.
  • Develop a participatory CPA monitoring system with key indicators when conducting the Rapid Vulnerability Assessment (stocktaking and monitoring changes, achievements, perceptions, priorities)
  • Support the development of climate-resilient management plans of protected areas and Community Protected Area Management Plan (CPAMP) (for targeted CPAs).
  • Together with the International Climate Change Adaptation -Fisheries Livelihoods/Gender Specialist, Climate Change Adaptation in Coastal Areas (Climate Science and Vulnerability Assessments) expert, International Ecotourism expert, national DRR and EWS, Community organizer and Partnership, National GIS, Coastal Ecosystems (on mangroves, coral reefs and seagrass), National Ecotourism and CamAdapt Consultants to support the implementation of climate change adaptation and gender priorities of the CPAMPs and other protected area management plans.
  • Work closely with Coastal Ecosystems (on mangroves, coral reefs and seagrass) and CamAdapt consultants to enhance the capacity of PA rangers and CPA members for participatory implementation and monitoring of the CPAMP, through trainings, regular CPA committee meeting and technical assistance as required
  • Together with the International Climate Change Adaptation -Fisheries Livelihoods/Gender Specialist, Climate Change Adaptation in Coastal Areas (Climate Science and Vulnerability Assessments) expert, Ecosystem Restoration and GIS expert to Undertake Participatory Rapid Vulnerability Assessments of coastal Community Fisheries, building on previous assessments and ensuring they are gender differentiated
  • Work with the International Climate Change Adaptation -Fisheries Livelihoods/Gender Specialist, Fisheries and Post-Harvest (with gender expertise) consultant, Coastal Ecosystems (on mangroves, coral reefs and seagrass) consultant and CamAdapt Consultants to Incorporate climate-related considerations into the CFAMP monitoring systems.
  • Together with the International M&E expert, Climate Change Adaptation in Coastal Areas (Climate Science and Vulnerability Assessments) expert, and CamAdapt Consultants to develop and implement the CamAdapt MEAL plan/framework for the project including gender-specific indicators and targets and ensure a link to on-going government M&E systems.
  • Carry out any other relevant duties as required to achieve the above tasks.
