Job Description

The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to saving lives and reducing the burden of disease. We work in low-and middle-income countries to strengthen the capabilities of governments and globally to create and sustain high-quality health systems that can succeed without our assistance.

CHAI began working in Cambodia in 2005 to help the Ministry of Health tackle the rise in HIV by introducing better treatment for adults and children and eliminating mother-to-child transmission. The CHAI Cambodia office has grown rapidly since its inception to managing multiple projects. In addition to HIV, CHAI is now supporting the Ministry of Health to tackle the burden of disease for TB, eliminate malaria and address multi-drug resistance, save the lives of women through improved access to lifesaving reproductive health care, enhance immunization systems, increase oxygen availability at all levels of the health system, strengthen laboratory services, and more. Looking ahead, we wish to support the Cambodia Ministry of Health achieves its goals for non-communicable diseases (e.g. diabetes, hypertension, cancer, mental health, etc.). Job Responsibilities & Duties
  • Scope of work
  • Objective A: Support NCHP to finalize draft of Policy for Community Participation (PCP) implementation guidelines
  • Assist NCHP in coordinating and synthesizing inputs from relevant health and non-health stakeholders into draft PCP implementation guidelines, including national HIV and Malaria programs, Ministry of Interior
  • Assist NCHP in convening a regular steering committee to review draft Policy for Community Participation (PCP) implementation guidelines
  • Conduct costing of PCP implementation guidelines and analysis of available resources/ funding gaps
  • Objective B: Support Ministry of Interior Commune/ Sangkat Department to develop communication packages/ tools for local government bodies
  • Conduct assessment of subnational authority financial management and budget planning capacity
  • Develop communication package for local government bodies outlining why they should spend on health and what opportunities/ mechanisms they can use to invest in/ support health
  • Work with CHAI Digital Health team to develop appropriate data visualization tools for use by subnational authorities to measure impact of their investments
  • Objective C: Support Provincial and District Administrations in Kampot and Kampong Chhnang to prepare/ plan for declining donor funding
  • Work with Provincial Governors in two provinces to map resources available for health (incl. cuts from Global Fund, USG, and other subnational partners, as well as other sources of revenue such as user fees, govt budget, etc.)
  • Work with Provincial Governors and District Governors to identify potential financing and resource mobilization options for any funding gaps/ shortfalls identified
  • Deliverables
  • Drafted sections of PCP implementation guidelines as assigned/ agreed with NCHP, including:
  • Proposed community health worker job scope (core package and supplementary packages), incentive/ salary guidance, etc., building on existing ongoing collaboration with NCHP
  • Proposed financing models for CHW and respective cost/ budget implications of each model
  • Draft of CIP communication package for local government bodies, including:
  • Case studies/ evidence to convince local government bodies to invest more in health
  • Recommended health spending/ resource allocation guidance for commune councils
  • Decision-making tools for local government bodies that are ready for wider scale up by MoI, including:
  • Data visualization tools (within DHIS2) to help local authorities understand and monitor local health needs (e.g., disease burden, health service utilization)
  • Recommended list (including costs) of potential sustainability activities to address different health needs to be funded at commune level and/or by health centers
  • Analytics to support Provincial Governors and subnational authorities in two provinces (Kampot, Kampong Chhnang) with resource allocation, including:
  • Mapping of health revenue streams (current and future)
  • Analysis of potential service and funding gaps due to anticipated reductions in donor funding
