CHAI began working in Cambodia in 2005 to help the Ministry of Health tackle the rise in HIV by introducing better treatment for adults and children and eliminating mother-to-child transmission. The CHAI Cambodia office has grown rapidly since its inception: in addition to HIV, CHAI now supports the Ministry of Health across a range of disease areas and strategic priorities including malaria elimination and strengthening immunization coverage. Looking ahead, CHAI aims to support Cambodia in consolidating existing public health gains and addressing emerging health priorities (e.g., the rise of non-communicable diseases) through a continued focus on building system-led sustainability.

CHAI is currently leading a high-priority initiative to support governments in responding to the growing pressures of shrinking aid budgets, including recent donor funding reductions and broader global transitions in donor support. This initiative aims to provide strategic, systems-focused support to the Ministry of Health and other relevant Ministries — helping the government to navigate immediate funding challenges while advancing long-term health system reform, integration, and sustainability.

Job Requirements
Languages:
  • English - Fluent is required
Qualifications:
  • Master's Degree in health economics, finance, and public health or related fields.
Skills & Knowledge:General & Technical Skills
  • At least 5- 7 years of relevant experience in HIV program costing, health financing, or economic evaluations or public health budgeting
  • Demonstrated experience in applying costing methodologies, including bottom- up costing, activity-based costing and programme-based costing
  • Experience in conducting financial gap analysis, resource mapping, and scenario modeling
  • Experience working with ministries of health and donor-funded programs (Global Fund, PEPFAR, UNAIDS, etc.).
  • Experience of working within/ with Cambodia public health sector is an advantage
  • Familiarity with national HIV responses, policies, and strategic frameworks.
  • Experience working with Ministries of Health or international development partners.
  • Demonstrated experience using OneHealth Tool, or other health costing models
  • Experience conducting allocative or technical efficiency analyses, optimization modeling, or scenario-based prioritization in public health programs is strongly preferred
  • Strong analytical, modeling, and report-writing skills
  • Strong knowledge of Global Fund grant architecture, budgeting processes, and financial reporting requirements is an advantage
  • Advanced proficiency in English (written and spoken) is required.
  • Understanding local language is an advantage
