CHAI has worked in Cambodia since 2005, initially partnering with the Ministry of Health to strengthen access to HIV treatment and support the elimination of mother-to-child transmission. CHAI Cambodia's portfolio has since expanded to include communicable and noncommunicable diseases, immunization, maternal and reproductive health, assistive technology and eye health, medical oxygen,digital health and other priority areas, working closely with the Royal Government of Cambodia to strengthen primary health care and advance the country's progress toward equitable, sustainable, and high-quality Universal Health Coverage.
Under its Eye Health program, CHAI Cambodia supports the Royal Government of Cambodia to strengthen eye health screening, referral, treatment, and follow-up pathways, with a particular focus on linking schools, communities, primary health care facilities, and referral-level eye care services. To support field-level implementation of this program, CHAI Cambodia is engaging a Sub-national Technical Coordinator – Eye Health (the “Consultant”) to provide hands-on technical and coordination support across assigned implementation provinces.
- Sub-national Implementation and Coordination
- Provide day-to-day technical and implementation support to PHDs, ODs, Health Centres, Vision Centres, PoE, DoE and schools, Village Health Support Groups (VHSGs), and relevant education authorities within assigned implementation areas.
- Support the development and implementation of activity plans and schedules in line with project objectives and agreed timelines.
- Facilitate coordination between health, education, and community stakeholders to support effective implementation of school- and community-linked eye health activities.
- Regularly follow up on implementation progress, identify operational bottlenecks, and support local teams to develop and implement practical solutions.
- Eye Health Service Delivery and Referral
- Support implementation of quality eye health screening, referral, treatment, and follow-up pathways across schools, communities, Health Centres, Vision Centres, and other referral facilities.
- Strengthen coordination and referral linkages between schools, communities, primary health care facilities, and higher-level eye care services.
- Support engagement of VHSGs and other community structures in awareness raising, identification of people requiring services, referral, and follow-up, as appropriate to the program model.
- Monitor referral completion and follow-up of individuals identified through screening, and support local teams to identify and address barriers to accessing appropriate services.
- Support availability and appropriate distribution of eyeglasses and other relevant eye health products within project-supported delivery pathways.
- Training, Mentoring, and Supportive Supervision
- Support planning, coordination, and delivery of training and capacity-strengthening activities for health workers, school personnel, VHSGs, and other relevant stakeholders.
- Conduct regular supportive supervision and mentoring visits to participating facilities, schools, and community-level implementation activities.
- Reinforce adherence to agreed screening, referral, service-delivery, data-recording, and quality standards.
- Identify capacity gaps and coordinate with the CHAI program team and government counterparts to address technical and implementation support needs.
- Monitoring, Data Quality, and Reporting
- Support routine collection, verification, and reporting of program data from participating facilities, schools, community-level activities, and other implementation sites.
- Review program data regularly to identify gaps in screening coverage, referrals, service utilization, follow-up, and other key indicators.
- Work with local counterparts to address data-quality issues and strengthen timely and complete reporting.
- Provide regular implementation updates to the CHAI program team, highlighting progress, challenges, risks, corrective actions, and support required.
- Stakeholder Engagement and Program Learning
- Maintain effective working relationships with relevant provincial and sub-national government counterparts, health facilities, education authorities, schools, VHSGs, communities, and other local stakeholders.
- Support provincial and OD review meetings, coordination meetings, supervision visits, and other project activities.
- Document implementation challenges, lessons learned, good practices, and examples of successful local solutions.
- Facilitate communication between sub-national stakeholders and the CHAI program team to ensure field experience informs ongoing program improvement.
- Khmer - Fluent
- English - Good
- Bachelor's Degree in public health, nursing, health sciences, social sciences, education, development studies, or another relevant field.
- Public health, community health, service delivery, education, or development programs for 3 to 5 years as a minimum
- Experience working with provincial or sub-national government authorities, health facilities, schools, communities, or other local stakeholders.
- Demonstrated experience supporting program implementation, field coordination, training, supportive supervision, monitoring, or community-based activities.
- Ability to collect, review, and use routine program data and prepare clear implementation updates and reports.
- Fluency in Khmer and working proficiency in English.
- Experience in eye health, school health, primary health care, child health, or community health programs.
- Experience supporting screening, referral, treatment, follow-up, or other health service-delivery pathways.
- Experience working with PHDs, Operational Districts, Health Centres, Vision Centres, schools, or VHSGs in Cambodia.
- Experience facilitating training, mentoring, supportive supervision, or quality-improvement activities with frontline health workers or school personnel.
- Experience supporting coordination between the health and education sectors.
- Experience in monitoring and evaluation, data-quality assessment, or routine health information systems.
- Familiarity with Cambodia's public health system and sub-national health structures.
- Previous experience with donor-funded health or development projects.
- Strong organizational and problem-solving skills, with the ability to follow up systematically on activities and address implementation challenges.
- Strong interpersonal and communication skills and ability to build effective working relationships with government counterparts, health workers, teachers, VHSGs, and communities.
- Ability to work independently in field settings while collaborating effectively with a broader program team.
- Willingness and ability to travel extensively within assigned implementation province(s).
