Job Description

Co-operation for Development of Cambodia (CoDeC) is non-organization, non-political party, civil society organization working and cooperated with relevant stakeholders for non-profits; works as partnership with relevant stakeholders, National and Sub-national government of Royal Cambodia, International institution, Privates sectors and Civil organizations through building confidence, trust and mobilize the resources for community development in Kampong Thom provice and other expected areas in Cambodia.

Currently, CoDeC has received funding support from Heifer International Cambodia to implement the “Poultry Project of National Pride in Cambodia” and “Cambodia Vegetable Value Chain Development” which is under the Livelihood and Economics Development Program. Funding support from ActionAid Cambodia to implement the “Local Right Program” which is under governance of community protected areas, support indigenous people, community kindergarten and primary education school. Funding support from Church World Service to implement the “Building Climate Resilience Communities in Rural Cambodia” which is under Livelihood and Economic Development Program. In response to the project goal, CoDeC is now inviting applicants for 1 full-time staff for the positions of Finance Manager.

  • Finance Manager (1 Position)
Job Responsibilities & Duties
  • Financial Management:
  • Oversee all financial operations and ensure compliance with financial regulations and standards.
  • Manage cash flow and financial planning to ensure the organization's financial stability.
  • Budgeting and controlling.
  • Prepare and manage the annual budget, including forecasting and variance analysis.
  • Review and approve budget requests, ensuring alignment with organizational goals.
  • Monitor and control expenditures to ensure adherence to the budget.
  • Reporting:
  • Prepare and present financial reports to the committee, board, and donors at organization level.
  • Ensure timely and accurate financial reporting, including monthly, quarterly, and annual reports.
  • Provide financial insights and recommendations to support decision-making.
  • Support to Staff Development Fund Unit:
  • Assist with controlling invoicing, AR, AP, and follow-up.
  • Ensure accurate and timely processing of financial transactions related to the Staff Development Fund.
  • Payroll and Payments:
  • Manage staff payrolls, ensuring accurate and timely payments.
  • Oversee payments to insurance providers and NSSF contributions.
  • Ensure compliance with relevant laws and regulations regarding payroll and benefits.
  • Monthly Tax Declaration:
  • Prepare Monthly Tax Declaration and Yearly Tax Declaration.
  • Accounting System Management:
  • Review and manage the accounting system (Ex: QuickBooks) to ensure accurate booking of transactions.
  • Implement and maintain internal controls to safeguard financial assets.
  • Conduct regular audits to ensure the integrity of financial data.
  • Auditing and Compliance:
  • Coordinate with internal and external auditors to facilitate audits.
  • Ensure compliance with organizational policies and regulatory requirements.
  • Implement recommendations from audit reports to improve financial practices.
  • Policy and Procedure Development:
  • Ensure compliance with organizational policies and external regulations.
  • Other:
  • Ensure organization policy compile and applied at workplace.
  • Project proposal design and develop.
  • Work closely with Agriculture Cooperative to monitor and strengthen the capacity of Agriculture Cooperative and their staffs (Financial Reports and other relevant training).
  • Regularly communicate all accounting transactions with staff, directors and donors, as well as other stakeholders.
  • Preparing tax (E-filling) and data backup.
  • Preparing annual reports and submit to relevant government entity and stakeholders.
  • Other reports as requested by the Executive Director.
Job Requirements
  • Minimum experience of 5 years in similar related field.
  • University degree in finance, accounting, auditing or related field.
  • Strong self-discipline and sound team work manner.
  • Computer literacy, especially in Microsoft Word, Excel, and Knowledge in QuickBooks.
  • Strong commitment to Development Entity's Vision, Mission and Value.
  • Proficiency in written and spoken English.
  • Strong communication skills and relationship with multiple stakeholders.
  • Willing to learn, passionate about personal development and growth.
  • High level of integrity, accountability, and transparency.
  • Strong attention to detail and analytical thinking.
  • Dependable, proactive, and able to work independently with confidence.
  • Experience in finance sector for development entity is a plus and encourage.
