Job Description

As the leading and longest established membership organization in Cambodia, the Cooperation Committee for Cambodia (CCC) has played a unique role since 1990 by working in inclusive partnership for good governance, enabling environment, and sustainability of the Civil Society Organizations that are working across diverse sectors in Cambodia.

CCC recently has implemented the fifth phase Governance Hub Program (GHP) 2024-2028 which aims at achieving three expected sets of outcomes:

  • Improve partnership and collaboration between different actors in advocating for and monitoring legal frameworks, reforms, and policies affecting CSOs at the national and sub-national levels.
  • Strengthen CSO networks so that they have the necessary strategies, voice, representation, and influence to affect policies relevant to them.
  • Enhance CCC’s capacity to act as a resource hub for CSOs at the national level, while building up several provincial CSO resource hubs.

Job Responsibilities & Duties
  • Major Responsibility Areas:
  • Coordinate consultant to conduct research studies related to the enabling environment and inclusive partnership of civil society in Cambodia
  • Assist CSOs to develop CSO’s strategies for implementation to address significant gaps related to the enabling environment
  • Assist CSOs for better compliance with legal frameworks
  • Coordinate CSOs in monitoring and documenting the implementation of legal framework
  • Facilitate multi-stakeholder partnership meetings (CSOs, the government, and development partners) for compliance and reforms of key legal framework
  • Track and monitor the implementation of policies affecting CSOs
  • Raise awareness among CSOs about policies which affect them
  • Coordinate the activities and voices of CSOs so that their collective inputs can effectively advocate for reform of the policies affecting them
  • Recruit and provide capacity strengthening to SDGs Youth Ambassadors
  • Conduct awareness raising and public sensitization initiatives on SDGs/CSDGs with young people, CSOs, civil servants, private sectors, and the public
  • Coordinate CSOs for the implementation and monitoring of SDGs and CSDGs
  • Promote the engagement of CCC in the global and regional networks with alignment to SDGs
  • Identify needs of CSOs and key stakeholders on business due diligence
  • Raise awareness among CSOs and key stakeholders on business due diligence
  • Coordinate CSOs and key stakeholders to voice out their collective inputs and monitor policy implementation on business due diligence
  • Coordinate and facilitate multi-stakeholder partnership meetings on business due diligence
  • Component staff management and development:
  • Provide overall leadership and management to the staff members of the component
  • Conduct the performance appraisals of staff under supervision
  • Liaise appropriately with other components, communications, and operation units within CCC
  • Lead the component team reflections, meetings, and learning for ongoing improving quality of the component
  • Promote team synergy to increase ownership and accountability of the Component Team
  • Work with Component Team and communication team to collectively enhance CCC’s visibility
  • Lead in the planning and implementation the key Component events
  • Ensure completion of other tasks as assigned by the Head of Program
  • Monitoring and Evaluation
  • Produce donor narrative reports, component progress reports and ensure sound financial management for the component
  • Oversight of result-based planning, budgeting, implementation and monitoring tools, tracking funding, resources, and cost recovery mechanisms
  • Conduct ongoing monitoring and management including accurate and timely reporting
  • Ensure all component activities are in line with donor and CCC requirements
Job Requirements
Languages:
  • Khmer - Fluent
  • English - Fluent
Qualifications:
  • Master's Degree in Public Policies, or Master of Law, or other relevant fields.
Work History:
  • Relevant experience in program management and or related field for 7 years as a minimum
Skills & Knowledge:General & Technical Skills
  • Experience in collecting inputs and/or facilitating multi-stakeholder dialogues/workshops with the involvement of stakeholders (Government, CSO, Private Sector, etc.)
  • Experience in advocacy, legal and policies development.
  • Experience in conducting legal analysis
  • Experience in conducting survey/research in the context of NGO sector
  • Experience and knowledge in conflict resolution is a plus
  • Good knowledge in governance within NGOs sector is a plus
  • Fluency in English and Khmer

  • Knowledge on legal frameworks and development policies: including law on Association and NGOs, Tax Law, Labor Law, SDGs, CSDGs, NSDP, and sub-national policies.
  • Job Expertise: Performs day-to-day tasks in a professional manner; facilitates participatory processes in decision making; coordinates with a wide range of stakeholders; develops and writes funding proposals and effectively and efficiently assists to manage the Component.
