evelopment and Partnership in Action (DPA) have most recently launched the project called Promoting the Development of Agricultural Value Chains for Cashew Nuts, Rice, and Cassava to Contribute to Green Economic Inclusion in Cambodia in Kampong Thom Provinces. DPA are currently in search of a qualified expatriate or Cambodian consultant to conduct the Project Baseline Study on Promoting the Development of Agricultural Value Chains for Cashew Nuts, Rice, and Cassava to Contribute to Green Economic Inclusion in Cambodia in Kampong Thom Province.
- Collect and review key project documents (narrative and logframe) and critically review the indicators, suggesting any changes considered necessary for the indicators so that they accurately measure the intended changes, and against which data can be collected and reported upon in a cost-effective manner;
- Review all relevant documents which could provide contextual information and other statistical data relevant to the indicators stated above and in the project document;
- Consider other, existing secondary sources of data that can provide relevant baseline data or which could provide comparative statistics (as a form of proxy ‘control’ groups);
- The methodology should be based on participatory approaches that ensure active participation of all stakeholders, the DPA and programme staff, local authorities, competent authorities, local communities (Acs, Rice, Cassava and cashew nut producer group) and representatives from PDAFF and MAFF.
- Design quantitative and qualitative assessment tools as appropriate (such as key informant interviews, and focused group discussion) to gather qualitative data;
- Submit an inception report detailing the above to DPA for approval a proposal for this baseline survey;
- Once approved, carry out data collection, analysis and reporting;
- Prepare and submit a draft baseline survey report to DPA for comments; and
- Compile a final Baseline survey report that incorporates all comments on the draft report.

- Experience in carrying out similar work, including baseline surveys for 5 years as a minimum
- Qualifications in relevant fields, such as environment, climate change, DRR, eco-ecological agriculture, food security and integrated community development
- Qualifications and experience in designing and carrying out quantitative and qualitative research
- Have a good understanding of the Cambodian context
- Fluent in speaking, reading and writing English and Khmer
