Job Description

We are looking for qualified candidate to fill for the position below.

Job Responsibilities & Duties
  • The Social Vision of Enfants du Mekong
  • Act as an ambassador for the Social vision of EDM, internally and externally.
  • Ensure the communication and promotion of this philosophy to staffs, partners, children and families to guarantee total understanding and adherence.
  • Support the translation of the social principles into actionable strategies for Branch Managers and their staffs
  • Policies and Quality Assurance
  • Review existing policies and guidelines, and/or draft new ones, to improve work quality, clarity, and effectiveness.
  • Collaborate closely with key partners (internal and external), to leverage best practices and guide new policy development.
  • Organize training or meetings to help staff understand and apply the policies and guidelines.
  • Monitor and evaluate how policies are used and check if they are helping improve the department’s work.
  • Update documents regularly based on changes in needs, goals, or regulations.
  • Supervise, Keep & update SALESFORCE database fully up-to-date. Balancing between what you do yourself and what should be done by teams in every branch & programs.
  • Overseeing The Social activities of EDM
  • National Functional Management: Oversee the sponsorship program by working closely with branch managers, social workers and International Volunteers (Bambous).
  • Direct Management:
  • Lead and evaluate the Social Workers (TS) for the South and East isolated programs. The social workers have a combination of Social and Educative work.
  • The social part of their work is:
  • Know all the families very well;
  • Know all the godchildren, and their parents (health, motivation, issues, …)
  • Know if they are still eligible for support or not;
  • Together with the HoE in a good teamwork, manage and play key role regarding scholarship follow up (good at school ? ambition ? vocational training?)
  • Responsible for the frequence and the quality of letters sent from godchildren to their godparents, as well as for the letters received from abroad to our godchildren. This also include the translation (see under)
  • Support HoE in a strong teamwork for Forums organization, Exam organization, Monthly tests, Online courses
  • Manage and oversee the Translation Committee located in Phnom Penh (ensuring quality and deadlines for letters and donor communication).
  • Technical Support and supervision: Advise, guide, train the entire social work team, ensuring everyone and every program fulfills their role in serving the children and maintaining a good and healthy relationship with the sponsors and with Asnières.
  • Justification & Review: Conduct regular process reviews at the country level to ensure every sponsorship is justified and follows the poverty criteria.
  • National Social Project Management
  • Mother-Child Mérieux Social Project: Co-Lead, organize, and monitor project Mérieux effectively and efficiently with the dedicated bambou and finance (rice, hygiene kit, repair and build house, build toilets, training, …)
  • Bring support and work as a team with the Head of Education to deliver training such as A+B=3, Karol &Setha, or any other project that contribute to bring quality to the isolated programs.

  • Coordination and Communication
  • Actively participate as a CODIR member, communicating and collaborating with other members to improve and develop the mission with shared goals and objectives.
  • Ensure effective communication with the Operation Senior Managers, the Deputy Country Director and the Country Director to align all activities with overall EDM objectives.
  • Interact with the Management team in Asnières (Headquarters in France) and respond to their needs for information and reporting.
  • Manage any other ad-hoc projects assigned by the Operations Senior Manager, Deputy Country Director or Country Director
  • Budget Management
  • Prepare the national social budget aligned with the annual action plan.
  • Assist the Operations and Country Direction in the social budget review of other branches.
  • Monitor budget execution to ensure it fulfills the association's social mission.
Job Requirements
Qualifications:
  • Bachelor's Degree in Social Work, or a related field.
  • Master's Degree is preferred
Skills & Knowledge:General & Technical Skills
  • Professional Experience or expertise: At least 5-8 years of experience in social program management, with demonstrated experience in a leadership or coordination role.
  • Leadership & Program Management: Strong experience and interest in leadership, project management, planning, action plan development, prioritization, and people management in a collaborative way (no direct teams to lead but functional collaborations to support)
  • Communication Skills: High level of interpersonal communication skills, essential for coordinating with children, staffs, Branch Managers, local partners, codir colleagues, and the Headquarters in France.
  • Child Protection: Knowledge, interest, and exemplary commitment to children's rights and protection standards.
  • Intercultural (French NGO present in whole Asia) and sociocultural (supporting highly poor and vulnerable populations) Understanding
  • IT: Good knowledge of Salesforce (or eager to learn!), MS Word, Excel, and collaborative platforms like SharePoint/Teams.
  • Languages: Very Good level (speaking-reading-writing) in English. French is a plus.
Soft Skills
  • Strategic Vision: Able to understand the global picture and define clear, prioritized actions for short-term and long-term strategic next steps.
  • Commitment & motivation: Highly committed to the work and the mission of EDM.
  • Pedagogical Reference: Confident, and ambassador of the EDM pedagogical "DREAM" vision.
  • Collaboration: Friendly, helpful, team player, honest, and cooperative with staff; willing to work with international volunteers and integrate partner.
  • Empathy & Passion: Empathy and a willingness to build relationships with students and staff; a genuine passion for working with children and youth development.
  • Learning Mindset: Willing to share knowledge and learn new things.
  • Good communication skills: As Head of Social of EdM, you have formal in informal contacts with a lot of individuals, families and groups. You have a role of representation of our NGO and also the “National Office” everywhere in the country.
