Job Description

Foundation for International Development/Relief (FIDR), a Japanese non-governmental humanitarian organization working for social development in Cambodia since 1996, announces a vacant position working for the Nutrition Education and Promotion Project based in Phnom Penh. Only Cambodian nationals may apply for this position.

Job Responsibilities & Duties
  • Control daily financial transactions of Representative Office (RO)
  • Manage petty cash for RO operation.
  • Prepare cash payment, cheque payment or bank transfer via internet banking to suppliers, staff or relevant beneficiary.
  • Prepare request for cash requisition form, request for bank transfer form, request for cash replenishment form, etc.
  • Prepare financial vouchers and entering its data into accounting system.
  • Ensure that all financial document files in cabinets are listed and labeled properly.
  • Monitor aging reports for staff advance, acquittal, account payable, and other balances in balance sheet.
  • Ensure all transactions are properly accounted in projects
  • Resolve accounting discrepancies and irregularities.
  • Check and consolidate financial transactions submitted from Projects Accountants, ensuring posting into the system accurately.
  • Supervise and support the work of Project Accountants.
  • Conduct monthly routines
  • Prepare closing monthly accounting reports, including prepare cash count and bank reconciliation sheet for RO operation.
  • Prepare monthly consolidated financial reports such as Balance Sheet, Income/Expense Statement, and then scan financial vouchers to submit to the Headquarters in Japan without delay.
  • Prepare monthly project expenditure reports (Budget Monitoring Sheet) for Project Managers and Project Accountants.
  • Manage remaining balance of bank accounts
  • Facilitate Project Managers to prepare monthly expenditure estimation.
  • Request quarterly fund transfer requests to the headquarters in Japan.
  • Observe compliance
  • Ensure all financial process and records are maintained accurately in compliance with Cambodia Taxation laws and FIDR internal financial regulation.
  • Assist to review staff payroll, tax payment and National Social Security Fund (NSSF).
  • Assist to prepare financial reports to relevant ministry.
  • Prepare the yearly closing consolidated financial report for submit to the headquarters in Japan.
  • Prepare annual tax on income for NGOs to submit to GDT by E-filling.
  • Facilitate annual audit to submit annual financial report for ACAR.
  • Create new Banana Accounting system charts of new fiscal years for Project Accountant.
  • Update the financial guideline of FIDR Cambodia as needed.
  • Maintain smooth communication and strong responsibility for financial management
  • Provide Project Accountants with feedbacks and advices if needed.
  • Help Project Managers handle with budget set-up, forecasts, monitoring.
  • Support Country Representative to enhance organizational financial management effectively.
  • Communicate with the financial department of the headquarters in Japan.
  • Manage grant funds from external donors such as the Japanese Government Assistance.
Job Requirements
Languages:
  • English - Fluent
Qualifications:
  • Bachelor's Degree in Accounting or Finance
Work History:
  • Experience in accounting and financial management for 6 years as a minimum
Skills & Knowledge:General & Technical Skills
  • Working experience of grant projects in the NGO sector is preferable.
  • Proficient with Microsoft Excel (spreadsheets, formulas, data linking, pivot tables, charts and data analysis).
  • Knowledge of relevant laws and regulations such as taxation, accounting and auditing.
  • Excellent written and verbal communication skills in English.
