FOUR PAWS is a global animal welfare organisation founded in 1988 and headquartered in Vienna, with offices in 15 countries. We work to improve the lives of companion animals, farm animals, and wild animals kept in inappropriate conditions or affected by disasters and conflict. Through rescue operations, sanctuaries, and advocacy, FOUR PAWS combines direct care with long-term impact through education, policy engagement, research, and international collaboration. website In Cambodia, FOUR PAWS focuses on humane management of stray dogs and cats through a veterinary clinic hub. The project provides sterilisation, vaccination, rabies control, professional training, and community education. Our approach integrates evidence-based interventions, campaigns, and education to drive lasting policy and societal change - encouraging a compassionate transition toward humane and sustainable solutions.
- Legislative and Policy Analysis:
- Analyse existing laws and regulations related to the DMT, including those governing:
- Animal health and welfare
- Transport
- Slaughter
- Public health and food safety
- Identify gaps in existing policies and laws and recommend pathways for enforcement and reform.
- Produce a comprehensive legislative review report and a concise policy summary with strategic recommendations.
- Stakeholder Engagement:
- Map and assess key national and provincial stakeholders.
- Strategic recommendation for influential relationship building and maintaining to support campaign efforts.
- Strategy and Advocacy Support:
- Advise on policy lobbying strategy and in-country activities related to the DMT.
- Identify opportunities for FOUR PAWS’s investment or collaboration.
- Bachelor's Degree in Public Policy, Law, Veterinary Public Health, or related field
- At least of experience in legislative or policy analysis for 3 to 5 years
- Familiarity with Cambodian legal and institutional frameworks
- Experience working with government and civil society actors
- Strong analytical, communication, and report-writing skills
- Excellent command of English and Khmer (Spoken and written)
