Job Description

Founded in 1976, Geres is an international development NGO dedicated to improving living conditions and addressing the impacts of climate change. As a field-based organization, Geres considers the energy transition a key driver of its action. To achieve meaningful societal change, Geres develops and disseminates innovative, locally adapted solutions, supports regional climate-energy policies, and mobilizes stakeholders around Climate Solidarity to act in support of the most vulnerable populations.

With over 30 years of experience in Southeast Asia, Geres develops innovative, locally adapted energy solutions to improve livelihoods, promote sustainable resource management, and strengthen resilience to climate change. Currently active in Cambodia and Myanmar, Geres seeks to expand its activities in these 2 countries and initiate operations in other parts of the region.

In Cambodia, Geres implements several initiatives, including promoting energy efficiency in the garment sector and advancing sustainable biomass sourcing for industrial use, particularly focusing on wood energy. These interventions are guided by principles of social justice and women’s empowerment, ensuring inclusivity and equity. Geres strives to make its efforts complementary to those of local civil society organizations (CSOs), such as the Cambodia Women for Peace and development (CWPD) and Live and Learn Cambodia (LLC), with whom we collaborate closely.

Since 2018, Geres' garment program (i.e. Combination of all garment sector related projects) has supported over 65 factories. Its technical interventions align with the priorities of key institutions in the sector, such as TAFTAC (Textile, Apparel, Footwear & Travel Goods Association of Cambodia) and CGTI (Cambodia Garment Training Institute). To encourage the adoption of sustainable energy practices, Geres showcases replicable examples within the industry, while collecting, analyzing, and sharing lessons learned with stakeholders both in Cambodia and internationally.

Job Responsibilities & Duties
  • Program Management and Coordination
  • Plan, coordinate, and monitor program activities, ensuring smooth collaboration within the team and with partners.
  • Develop and oversee monitoring and evaluation (M&E) processes (Webmo, & other platforms from donors), including methodologies and tools to measure results and impacts.
  • Identify implementation constraints, propose corrective measures, and consult stakeholders (partners and beneficiaries) for solutions.
  • Supervise the use of external service providers, support missions, and other suppliers.
  • Collect information, prepare internal and external project reports, and manage the project’s archiving and knowledge-sharing system.
  • Ensure capacity building and ownership of the program team in all aspects of project cycle management.
  • Communication strategy (internal if not required by donors): communicate to HQ, editorial committee
  • Develop LCI for Geres HQ
  • Facilitate on external evaluation (TOR, selection of company, provide information)
  • Manage and prepare of the Steering Committee Meeting
  • Partnership and Stakeholder Management
  • Define and manage partnerships with program stakeholders (e.g., GGGI, TAFTAC, CWPD, LLC, ITC) to ensure smooth collaboration and mutual commitments.
  • Supervision of the IPs' activities, achievement of goals, and budget
  • Facilitate partnership dynamics and resolve issues or disputes as needed.
  • Identify and implement new partnerships if necessary for effective delivery.
  • Represent the program with beneficiaries, authorities, donors, and partners, ensuring consistent communication and visibility in accordance with financial partners’ guidelines and Geres’ communication standards.
  • Team and Resource Management
  • Lead, supervise, and motivate the program team, including recruitment, training, work planning, and performance evaluations.
  • Develop team members’ skills and career progression while ensuring well-being and good working conditions.
  • Oversee administrative, logistical, and financial management of the program in collaboration with the Administrative and Financial Officer:
  • Monitor expenditures and financial flows, ensuring compliance with donor and organizational procedures.
  • Guarantee proper use of resources and timely reporting to the Administrative and Financial Department.
  • Actively contribute to co-funding efforts and resource mobilization.
  • Strategic Development and Capitalization
  • Monitor program environment trends to identify needs and opportunities for scaling up or replicating activities.
  • Contribute to the development of Geres’ country strategy by analyzing project results and proposing new initiatives.
  • Contributes to concept notes and project proposals to ensure continuity and scale-up of actions.
  • Capitalize on program experiences by documenting lessons learned, sharing results, and facilitating exchanges between projects and stakeholders.
  • Specific Tasks (CapCEE)
  • Ensure the certification of 60 Energy Managers (EM) and Energy Auditors (EA) and contribute to achieving a reduction of 20,000 kg CO₂ emissions.
  • Support the Institute of Technology of Cambodia (ITC) in obtaining recognition from the Ministry of Mines and Energy (MME).
  • Explore and integrate the use of the SIMPLEE tool as a case study in capacity-building and training programs.
  • Actively promote and maintain communication with focal points, chambers of commerce, TAFTAC, CGTI, and brand representatives to ensure stakeholder alignment.
  • Coordinate and oversee the execution of energy audit activities in targeted factories.
  • Plan and organize provincial training sessions to build local capacity and expand outreach to priority regions.
  • Specific Tasks (CHILL)
  • Ensure project objectives and beneficiary targets are met, including outreach to 100 households and 50 government stakeholders through various implementation activities.
  • Oversee the design and deployment of technical solutions that enable at least a 5°C difference between indoor and outdoor temperatures and achieve 20% energy savings.
  • Lead the development and management of Terms of Reference (ToR), selection processes, contracting, and follow-up activities to ensure alignment among Geres, LLC, and ITC survey efforts.
  • Supervise the activities of implementing partners, ensuring consistency, quality delivery, and achievement of defined goals.
  • Ensure the technical solutions meet standards of feasibility, local availability, and user acceptability.
  • Review and ensure the relevance and effectiveness of training content, with a focus on promoting on-the-job training opportunities.
  • Contribute to the design of SME engagement strategies, particularly linking them to sustainable supply chains.
  • Plan and organize annual workshops and regular project meetings to ensure effective coordination and communication among all stakeholders.
  • On coming expecting Deputy Country representative missions:
  • Animating the country strategy in coherence with Geres Regional Strategy
  • Fundraising & project/programme portfolio development in coherence with the country strategy
  • Overseeing the portfolio of projects
  • Representation of Geres amongst key stakeholders in-country and with the support of the Regional Director
  • Supervision of human resources, administration & finance
  • Management and animation of the team
  • Management of partnerships
  • Management of in-country Security
Job Requirements
  • Education and experience
  • Higher education degree in Development studies, related to Project Management or construction/energy fields
  • At least 4 years’ confirmed work experience in similar position
  • Experience in management a team and partners
  • Experience in International Development, INGO, working on development projects for international donors
  • Demonstrated experience in Administration, HR and logistic
  • Knowledge and understanding of the Mongolian labour Code is an asset.
  • Experience in Green Building or Energy Efficiency-related markets is an asset
  • Skills
  • Essential skills:
  • Native Khmer speaker with fluent written and spoken English.
  • Proven experience engaging with the private sector (factories, energy providers).
  • Expertise in Project Cycle Management and M&E tools.
  • Strong organizational and team leadership skills with a focus on results.
  • Excellent writing, reporting, and interpersonal communication skills.
  • Demonstrated knowledge of energy efficiency within the garment industry and/or building sector
  • Proficient in English, both spoken and written
  • Proficient with Microsoft Office suite (including Word, Excel and PowerPoint)
  • Desirable skills:
  • Knowledge of gender principles and inclusion tools.
  • Familiarity with Theory of Change frameworks.
  • Experience in training design, capacity-building, and biomass energy projects.
