Job Description

Habitat for Humanity International in Cambodia (Habitat Cambodia) is part of Habitat for Humanity International and began operations in 2003. We work with diverse international and local non-governmental organizations, microfinance institutions, corporate partners, and local and national authorities to build a better life through safe and affordable homes.

Since 2003, Habitat for Humanity Cambodia has served more than 188,000 families to improve their living conditions through housing interventions (new and house improvement, social housing, unlock land, land re-blocking, onsite upgrading, and access to housing finance), Housing Disaster Recovery and Resilience (HDRR), Climate Change Adaptation (CCA), solid waste management, WASH facilities, community development programs in Phnom Penh, Kandal, Siem Reap, Battambang, Banteay Meanchey, and Preah Vihear. Habitat Cambodia is now looking for dynamic and highly qualified candidates to fulfill the following positions:

Job Responsibilities & Duties
  • Technical Assistance/Advisory Services on Housing Finance– 40%
  • Partner Identification and Assessment, conducting institutional assessments (IA) and preparing IA reports and technical assistance plan proposals.
  • Assisting the financial intermediaries in developing or refining affordable housing finance products by delivering a range of advisory services, such as market research, process mapping, product design, pilot planning, and training, either on an individual delivery model or group delivery model.
  • Developing housing support services and consumer education initiatives.
  • Monitoring and evaluating pilot testing and the overall project.
  • Implement and manage (for those activities which are outsourced) the partnerships across the three domains (financial intermediaries, investors, and regulators) in the region by serving as a project manager for TA engagements.
  • Responsible for the quality of deliverables produced under various advisory and technical assistance partnerships.
  • Drive Housing Finance Product Innovation: Lead the design, pilot, and scaling of inclusive housing finance products for low- and middle-income families, ensuring market viability and social impact.
  • Housing Finance Market System Development and Innovation–20%
  • Market Analysis & Strategy: Conduct comprehensive analysis of housing finance markets, including demand, supply, regulatory frameworks, and emerging trends to inform strategic program design.
  • Provide technical guidance and leadership to new business opportunities, develop proposal content and serve as technical or contributing writer or subject matter expert.
  • Partnership Development: Identify and build partnerships with financial institutions, government agencies, and development partners to strengthen housing finance ecosystems.
  • Product and Service Innovation: Design, pilot, and scale innovative housing finance products and delivery mechanisms that increase access for low- and middle-income families.
  • Capacity Building & Advisory: Provide technical support and guidance to stakeholders, including banks, microfinance institutions, and government entities, to improve housing finance systems.
  • Provide technical expertise to the team members managing project activities such as coordinating with staff and consultants involved in implementation, collaborating with partner organizations, and contributing to strategic program impacts.
  • Monitoring and Impact Evaluation: Track market performance, assess program impact, and generating actionable insights to continuously improve housing finance interventions and market functioning.
  • Work closely with financial actors such as microfinance institutions, digital platforms, FinTechs, NGOs, and banks to develop/refine affordable housing finance and housing microfinance products.
  • Strengthen Financial Partnerships: Collaborate with banks, MFIs, and other financial actors to enhance their capacity, de-risk housing finance products, and expand outreach to underserved markets.
  • Develop and Execute Strategy: Implement the country’s financial inclusion and housing market strategy, aligning market interventions with organizational and investor objectives.
  • Market Analysis & Impact Measurement: Conduct market assessments, track performance metrics, and provide actionable insights to optimize product uptake, portfolio growth, and social outcomes.
  • Mobilize Private and Impact Capital: Identify opportunities for co-financing, blended finance, and investor engagement to scale housing solutions and unlock private sector investment.
  • Project Development and Implementation–20%
  • Lead the design and validation of housing finance products for financial institutions using human-centered approach, ensuring solutions meet client needs and market demands.
  • Develop comprehensive training materials and manuals to build the capacity of financial institution staff.
  • Support pilot planning, establish performance metrics, and monitor outcomes to ensure measurable impact.
  • Produce high-quality collaterals for donors and investors, including proposals, concept notes, and pitch decks, to secure funding and partnerships.
  • Provide technical leadership for new business opportunities, contributing as a subject matter expert and proposal developer.
  • Manage strategic partnerships and market systems initiatives, serving as both project and relationship manager to drive program goals.
  • Oversee program budgets and ensure timely, accurate, and high-quality donor reporting to strengthen organizational credibility and resource mobilization.
  • Influence, Networking and Representation–15%
  • Building networks with private (banks, MFIs, associations) and public sectors, who are involved in housing finance innovation and market development, inspire volunteering activities for housing.
  • Prepare technical briefs, reports, and presentations after synthesizing learnings from across the projects and help position Habitat for Humanity Cambodia as a thought leader in the affordable housing finance sector.
  • Influence the sector to allocate more capital to housing by sharing learnings and experience from Habitat's financial inclusion and market system initiatives.
  • Ensure appropriate dissemination of meeting minutes, assessment reports and other information materials to relevant partners.
  • Other responsibilities–5%
  • Provide inputs for ongoing Market Systems development research and learning exchange with AO.
  • Contribute to Cambodia for market mapping of small growing businesses (SGB).
  • Collaborate on case-to-case basis for convening events and program specific workshops.
  • Develop project impact case studies or impact stories from the housing finance, housing market development program.
  • Represent Cambodia branch office in relevant forums, conferences, and meetings at local, national and international levels as required.
  • Keep up to date with knowledge on loan, land and housing regulations in Cambodia.
  • Coordinate and support other departments as and when required.
Job Requirements
Languages:
  • Khmer - Fluent
  • English - Fluent
Qualifications:
  • Master's Degree in economics, Business Administration, Finance and Banking, International Business Development or any related fields.
Work History:
  • At least of experience in a financial institution or supporting financial services institution in product development and implementation for 8 years
  • At least of experience related to housing finance innovation and strengthening housing finance product performance for 5 years
Skills & Knowledge:General & Technical Skills
  • Experience in proposal development related to housing programs, green financing, inclusive housing finance, and housing market development.
  • Experience in project evaluation, logical framework, program learning, and research.
  • Experience in facilitating training of trainers for financial institutions' staff.
  • Demonstrated knowledge of the housing ecosystem, policy analysis, research studies, and advocacy initiatives related to housing finance systems and impacts investment in Cambodia.
  • Proven ability to build respectful relationships with the government, financial institutions, partner organizations and other networks.
  • Ability to provide guidance and facilitate partners and staff, through knowledge and experience in the technical area.
  • Excellent written and verbal communication in English and Khmer languages.
  • Computer skills with expertise in Office 365 applications.
  • Demonstrated ability to work with external partners to deliver project results.
  • Capacity to write and oversee writing of technical proposals, concepts note for grants.
  • Capacity to write and oversee writing of policy documents such as local level strategies and/or guidelines.
