Job Description

The Health Equity and Quality Improvement Project Phase 2 (H-EQIP 2) built on lessons learned from H-EQIP to support the RGC in advancing UHC over a five-year period from July 2022 to December 2027 with a continued focus on improving financial protection and access to services for the poor and vulnerable, enhancing the quality and inclusiveness of health services, and strengthening the health service delivery system through planned activities from July 2022 to June 2027 with the second half of 2027 focusing on verification of performance-based conditions (PBCs) and evaluation and dissemination of lessons learned.

The project will further strengthen the focus on results by expanding service delivery grants (SDGs) to finance more health programs and using an investment project financing (IPF) with PBCs. PBCs are a set of indicators, that, as part of the project’s Result Framework, aim at measuring performance against key actions and interventions. This performance-focused financing approach would promote timely achievements of PBC targets.

The objective of the Project (H-EQIP 2) is to improve equitable utilization of quality health services in Cambodia, especially for the poor and venerable populations, and to provide immediate and effective response in case of an Eligible Crisis or Emergency in the Kingdom of Cambodia.

Job Responsibilities & Duties
  • Strategic Procurement Planning and Oversight
  • Lead the preparation and consolidation of the Annual Procurement Plan, including strategic packaging of goods, works, and services to maximize efficiency and competition.
  • Supervise updates to the procurement tracking system and ensure timely reporting to the World Bank and MEF.
  • Ensure procurement plans are uploaded, updated, and managed through the World Bank's STEP system.
  • Review and approve procurement strategies and methods in accordance with project objectives and applicable procurement regulations.
  • Supervision and Capacity Building
  • Provide technical guidance, day-to-day oversight, and mentoring to the procurement consultants and assistants working under the project.
  • Review and validate all procurement documents prepared by consultants (e.g., bidding documents, evaluation reports, draft contracts, etc.) prior to submission to PRC, MEF, or the World Bank.
  • Lead the design and delivery of procurement training and hand-on capacity-building activities for MOH central departments, PHDs, ODs, RHs, and other stakeholders.
  • Contract Management and Risk Mitigation
  • Ensure timely contract signing, contract monitoring, and performance management in coordination with technical departments.
  • Monitor contract implementation and delivery of goods and services to ensure compliance with contract terms.
  • Support the resolution of procurement-related disputes and performance issues in coordination with stakeholders and the World Bank.
  • Compliance and Coordination
  • Ensure full compliance of procurement procedures with the World Bank Procurement Framework, Financing Agreement, Government SOP, and the Procurement Manual for Externally Financed Projects.
  • Coordinate with relevant government oversight agencies (MEF, PRC, GDR, etc.) for timely clearances and approvals.
  • Serve as focal point for the World Bank and other development partners on all procurement-related matters.
  • Ensure timely and accurate responses to procurement-related audits and reviews.
  • Reporting and Communication
  • Prepare and submit procurement performance reports, procurement progress updates, risk assessments, and compliance updates to Project Management and the World Bank as required.
  • Draft or review reports and communications in Khmer and English as needed for internal and external stakeholders.
  • Participate in project management meetings and provide updates on procurement progress, bottlenecks, and recommendations.
  • Other Duties
  • Assist and advise the Project Management on procurement strategies and decisions.
  • Support any World Bank-financed health sector projects as assigned.
  • Perform any other duties related to procurement as reasonably requested by the Project Director, Project Manager, or Procurement Focal Point.
Job Requirements
Qualifications:
  • Master's Degree in Business Administration, Commerce, Law, Engineering or related fields
Work History:
  • Experience in public procurement of goods, works, and consulting services for 10 years as a minimum
Skills & Knowledge:General & Technical Skills
  • At least 10 years of experience in procurement under WB/ADB/DPs financed projects with knowledge of the procurement and consultant guidelines. Familiarity with the Royal Government of Cambodia’s Standard Procurement Manual and Bidding Documents for externally financed projects is an advantage
  • Ability to work independently and provide training to staff as needed
  • Excellent written and verbal communication skills in English and Khmer, including report writing.

  • Strong teamwork and coordination skills
