Job Description

The Health Equity and Quality Improvement Project Phase 2 (H-EQIP 2) built on lessons learned from H-EQIP to support the RGC in advancing UHC over a five-year period from July 2022 to December 2027 with a continued focus on improving financial protection and access to services for the poor and vulnerable, enhancing the quality and inclusiveness of health services, and strengthening the health service delivery system through planned activities from July 2022 to June 2027 with the second half of 2027 focusing on verification of performance-based conditions (PBCs) and evaluation and dissemination of lessons learned.

The project will further strengthen the focus on results by expanding service delivery grants (SDGs) to finance more health programs and using an investment project financing (IPF) with PBCs. PBCs are a set of indicators, that, as part of the project’s Result Framework, aim at measuring performance against key actions and interventions. This performance-focused financing approach would promote timely achievements of PBC targets.

The objective of the Project (H-EQIP 2) is to improve equitable utilization of quality health services in Cambodia, especially for the poor and venerable populations, and to provide immediate and effective response in case of an Eligible Crisis or Emergency in the Kingdom of Cambodia.

Job Responsibilities & Duties
  • Project implementation:
  • Provide technical and administrative support to GMAG-MOH to ensure effective and timely implementation of GMAG related activities, in close coordination with the GMAG Secretariat.
  • Support GMAG to implement its TOR, align activities with national policies, strategies, and protocols related to gender equality and social inclusion.
  • Assist GMAG in strengthening the capacity of GMAG members at national and sub-national levels, health staff and other implementing agencies of HEQIP-2 as per identified needs.
  • Support GMAG in implementation of MoH’s Policy and Strategic Plan on Gender Mainstreaming, including the integration of GESI across the health sector.
  • Work with GMAG in development, review and/or updating of training materials, the Policy and Strategic Plan on Gender Mainstreaming in Health Sector, and operational guidelines related to GESI in health service delivery, including:
  • Reviewing existing health institutional and policy frameworks to identify gaps, challenges and opportunities for integrating GESI in the health service delivery at national, sub-national, and local levels;
  • Providing technical support to collect inputs, and for policy recommendations from relevant stakeholders, including government agencies, development partners, civil society organizations, and different communities;
  • Supporting the development of relevant guidelines for promoting gender equality and social inclusion in the health sector.
  • Support GMAG in conducting GESI capacity assessment at GMAG level and among HEQIP-2 implementing agencies.
  • Support for organization and coordination of activities related to promoting women’s leadership program in the health sector.
  • Develop innovative ideas for GMAG to consistently institutionalize GESI in the health sector.
  • Coordination and liaison
  • Coordinate with relevant departments of MoH to support the integration of GESI into the health information system, including addressing key data gaps.
  • Facilitate coordination and information exchange among relevant MoH departments and GMAG members on GESI related issues in health sector.
  • Support organization and coordination of GMAG meetings, including following up with GMAG members on participation, documenting discussions, and disseminating meeting minutes -
  • Follow-up with GMAG members and relevant stakeholders on agreed actions
  • Monitoring, Reporting and Knowledge Management
  • Support the documentation, and tracking of the project indicators and implementation progress related to GESI.
  • Collect and document case studies, lessons learned, good practices and implementation challenges, under the guidance of the Head of GMAG and the World Bank.
  • Collect data and prepare regular progress reports (bi-weekly, monthly, quarterly), including financial report related to GESI mainstreaming including GESI on for submission to MoH and H-EQIP 2.
  • Maintain and manage GESI related data and information and support GMAG to prepare thematic and analysis reports as per request.
  • field visits with the GMAG team to monitor implementation and provide coaching, and technical support to GMAG members at sub-national level, and relevant health departments and facilities.
  • Prepare minutes and summary reports for meetings and workshops, and consultations.
Job Requirements
Qualifications:
  • Bachelor's Degree in gender studies/specialty, public health, public policy, development policy, or other related fields with seven years of work
Work History:
  • Experience for at least in gender mainstreaming including GESI and public health in Cambodia for 3 years
Skills & Knowledge:General & Technical Skills
  • Demonstrates strong knowledge of GESI issues in the health sector.
  • Demonstrates sound knowledge and experience in project management including financial management.
  • Demonstrates experience working with government agencies, development partners, development banks, civil society organizations, and the community.
  • Be familiar with the national health system, structure, and functions, National Policy, Strategic Plan, Guidelines especially Policy and Strategic Plan on Gender mainstreaming in the health sector and other legislations of MoH.
  • Has knowledge of research and M&E tools
  • Proven robust analytical, policy analysis, and research and report writing skills
  • Has good knowledge of Khmer and English (speaking, writing, reading and listening) and IT.

  • Displays culture, gender, religion, race, ethnicity, and age sensitivity
  • Demonstrates strong critical thinking and analytical skills
  • Demonstrates ability to work in a team and coordinate tasks and responsibilities
