Job Responsibilities & Duties
  • Program Leadership & Delivery
  • Define and execute the Entrepreneurship department's vision in alignment with IHPP's mission, with input from the CEO.
  • Oversee and lead the development of our entrepreneurship portfolio, serving as the account manager (6-8 programs per year), ensuring high-quality, participant-centered delivery.
  • Lead curriculum design using human-centered approaches, understanding that different beneficiaries require different solutions, not the same playbook.
  • Ensure program implementation quality while allowing flexibility for creative, responsive programming.
  • Care deeply for the communities we serve and never sacrifice quality for convenience.
  • Manage and monitor program impact, leading discussions on learning and continuous improvement.
  • Coordinate with M&E to ensure programs achieve expected outcomes and budgets are used effectively.
  • Fundraising & Stakeholder Relationships
  • Support fundraising efforts, including grant writing, networking, and donor engagement, in coordination with the CEO.
  • Build and maintain relationships with funders and stakeholders, aligning program goals with funding priorities.
  • Collaborate across departments to ensure cohesion and excellent delivery of our offerings.
  • Financial Responsibility & Operations
  • Review and advise on the department's budget to ensure efficient resource allocation.
  • Ensure grant management and donor compliance across programs.
  • Proactively identify risks and challenges, developing strategies to mitigate them.
  • Team Leadership & Culture
  • Own the full scope of head-of-department responsibilities for your team: managing performance, supporting career growth, driving retention, coordinating training, and ensuring your people have what they need to succeed.
  • Lead and develop a team of program managers and a communications coordinator, providing coaching, feedback, and opportunities for growth.
  • Foster a supportive, non-hierarchical team culture where people feel empowered to step up, step in for each other, and bring their whole selves to work.
  • Advocate for your team, understand their current situation, and support their well-being and professional development.
  • Encourage a culture of constructive problem-solving and empower your team to take initiative.
  • External Relations & Communications​
  • Identify opportunities to raise IHPP's external profile—positioning the organization as a thought leader within the ecosystem and ensuring that impact stories are captured, documented, and shared.
  • Guide and coach our communications counterparts in understanding and conveying the impact of our work.
  • Represent IHPP and the Entrepreneurship department with credibility, drawing on ecosystem knowledge and stories of impact.
Job Requirements
Languages:
  • Khmer - Fluent
  • English - Fluent
Skills & Knowledge:General & Technical Skills
  • Minimum 5 years of experience in program management, entrepreneurship support, or related fields, with at least 2 years in a leadership or team management role.
  • Experience managing grants and donor compliance (international donors/grants experience is a plus).
  • Track record of designing and delivering participant-based programs, understanding how to nurture cohorts, support capacity development, and create engaging learning experiences.
  • Experience in fundraising, partnership development, and/or strategic communications.
  • Knowledge of social impact, entrepreneurship, and/or innovation ecosystems: You understand the landscape, the players, and the challenges and opportunities facing entrepreneurs, whether in Cambodia or in comparable contexts.
  • A value add: Direct experience with Cambodia's entrepreneurship ecosystem.
  • Strong program management fundamentals: You can oversee quality implementation of activities, manage budgets, develop and use M&E tools, and keep multiple workstreams on track.
  • Strong communicator: Exceptional writing, editing, and presentation skills in English (value-added Khmer). You can tell a compelling story and help others do the same.
  • Experience with international grants and INGO partnerships.
  • Experience developing knowledge management and communications outputs.
  • ​ Familiarity with sustainability, agriculture, market access, or social enterprise sectors.
  • Experience designing and facilitating training or capacity building activities.
  • Fluency in English is essential. Fluency in both Khmer and English, with strong writing and editing skills in both languages, would be beneficial.
