Job Description

The National Council for Sustainable Development (NCSD), Ministry of Environment (MoE), Cambodia and the United Nations Human Settlements Programme (UN-Habitat) have been successful in securing funding from the Adaptation Fund to implementing a four-year climate change adaptation project titled “Increasing climate resilience through small-scale infrastructure investments and enhancing adaptive capacity of vulnerable communities in Kampot and Koh Kong Provinces in Cambodia.”

The overall objective of the project is to support climate resilient and adaptive development and increase the capacity for climate variability/change adaptation of target communities living in Kampot and Koh Kong Provinces. This objective will be achieved through the following specific objectives:

  • To implement concrete adaptation actions that support climate resilient infrastructure in Kampot and Koh Kong Provinces to adapt to current impacts of climate change, in particular, extreme hydro-meteorological events.
  • To reduce the impacts of coastal climate hazards by recovering coastal ecosystems (Ecosystem-Based Adaptation) and minimizing related socioeconomic impacts on communities.
  • To enhance institutional capacity at the provincial and local level, relevant Government entities, and communities for decision-making and management of the implementation of adaptation measures/actions to address climate change and variability in Kampot and Koh Kong Provinces.

The project is structured around the following three components:

Component 1: Increasing coping capacity by promoting climate-resilient small-scale infrastructure.

Component 2: Adapting to current impacts of climate change through recovery of coastal ecosystems, and livelihood improvement and diversification, and

Component 3: Building capacity and knowledge sharing to reduce vulnerability to climate change.

Job Responsibilities & Duties
  • The Finance Assistant will work closely with project staff, consultants, government counterparts, service providers, and UN-Habitat to ensure efficient operational and financial management of the project.
  • Review and process day-to-day financial transactions, including payments, cash advances, reimbursements, and advance clearances, ensuring all supporting documents are accurate, complete, and compliant with project and donor requirements;
  • Maintain proper financial records, payment vouchers, petty cash, accounting files, and supporting documentation in accordance with donor, UN-Habitat, and audit requirements;
  • Prepare monthly financial reports, expenditure tracking reports, bank reconciliations, payroll, tax declarations, and other financial documentation as required;
  • Assist in the preparation and monitoring of annual work plans, quarterly budgets, cash forecasts, and budget revisions, and support monitoring of project expenditures against approved budgets;
  • Ensure financial transactions and supporting documents comply with donor regulations, UN-Habitat procedures, and national financial and taxation regulations;
  • Support daily administrative operations of the project office, including filing, document management, office supply management, and maintaining administrative records;
  • Maintain updated records of office inventory and fixed assets, and support periodic physical inventory verification;
  • Assist in procurement processes in accordance with project and donor procedures, including preparation of requests for quotations (RFQs), procurement documentation, bid comparison, vendor coordination, and maintaining procurement records;
  • Support recruitment and administrative processing for project staff and consultants, including contract documentation, timesheets, leave records, deliverable tracking, and payment processing;
  • Coordinate logistical arrangements for meetings, workshops, trainings, consultations, travel missions, and project events, including venue booking, accommodation, transportation, refreshments, and preparation of related documentation;
  • Prepare invitation letters, participant lists, payment sheets, DSA claims, reimbursement requests, and meeting minutes as required;
  • Coordinate with suppliers, consultants, government counterparts, and service providers on operational, financial, and administrative matters;
  • Support preparation of financial, procurement, administrative, and audit documentation and ensure all project files are properly maintained and audit-ready;
  • Provide administrative and operational support to facilitate smooth and effective project implementation;
  • Perform other related duties as assigned by the National Project Manager.
Job Requirements
Languages:
  • Khmer - Fluent
  • English - Fluent
Qualifications:
  • Bachelor's Degree in Finance, Accounting, Business Administration, Management, or other related fields.
Work History:
  • Progressively responsible experience in finance, accounting, administration, or operations support for 3 years as a minimum
Skills & Knowledge:General & Technical Skills
  • Previous experience working with UN agencies, international NGOs, development partners, or donor-funded projects is highly desirable;
  • Experience supporting Adaptation Fund (AF), GCF, GEF, or climate change-related projects is considered an asset; and
  • Experience in procurement, logistics coordination, and event administration is desirable.
  • Good knowledge of financial and accounting procedures;
  • Familiarity with Cambodian tax regulations and financial compliance requirements;
  • Experience using accounting software such as QuickBooks, Peachtree, or other financial management systems;
  • Proficiency in Microsoft Office applications, particularly Word, Excel, and PowerPoint.
  • Excellent command of Khmer and English, both written and spoken;
  • Ability to prepare correspondence, reports, and financial documentation in English and Khmer.
Soft Skills
  • Strong organizational, multitasking, and time management skills;
  • Ability to work under pressure and meet tight deadlines;
  • Strong attention to detail and accuracy in financial and administrative work;
  • Demonstrated ability to work independently and as part of a team; and
  • Proficiency in Microsoft Office applications, particularly Word, Excel, and PowerPoint.
