Job Description

We are now looking for qualified candidate to fulfill the position below:

Job Responsibilities & Duties
  • Monitoring, Reporting and Learning (50%): Responsible for leading the design, implementation, and continuous improvement of MERL systems and processes, ensuring alignment with program strategy and quality standards through data-driven monitoring, analysis, and learning.
  • Lead and advise on the implementation of MERL guidelines and standards for all program stakeholders regarding baselines, monitoring, reporting, and evaluation;
  • Lead the development and periodic update of the program’s MERL plan in line with the Country’s strategy and theory of change pathway;
  • Lead the KPIs selection process of Standardized Indicators to guide the overall program implementation;
  • Compile data on selected indicators (grant, sub-grant and government), ensuring that all indicators have data regularly collected and appropriately stored from verifiable sources;
  • Perform a meta-analysis function producing regular, concise, and evidence-based summary reports for the attention of IJM Cambodia leadership and advocacy purposes;
  • Compile evidence from program implementation for quarterly and annual learning and reflection to inform the workplan and validation;
  • Produce M&E data analysis and visualization to prepare and conduct quarterly and annual program reviews for learning and internal and external reporting purpose;
  • Ensure full implementation of IJM Cambodia grant obligations regarding monitoring and evaluation of the program;
  • Work closely with all program staff to ensure project activities are well documented, including thorough and well-organized filing systems with supporting documents;
  • Identify additional M&E needs and ways to measure the current programs to increase the volume, quality, and accuracy of data;
  • Conduct field visits to observe the usage of tools and data collection processes; and support quality reviews of IJM’s program and partner projects;
  • Lead the implementation of JDS through training, coaching, and providing troubleshooting support for staff to utilize the system effectively and promote usage of program data to inform strategic and operational decision-making; and,
  • Support and train partners in using the Protection Collaborative System; ensure quality control of data entered and smooth transfer to the JDS.
  • Research and Evaluation (20%): ensuring high-quality study outputs, compliance with organizational standards, and identification of strategic components for evidence-based program improvement.
  • Support the regional team in conducting research studies related to the program in Cambodia;
  • Conduct or manage evaluation of Cambodia's grants;
  • Ensure the delivery of quality new research/study products of IJM Cambodia;
  • Ensure compliance with IJM security, financial, staff care, ethical research, data security, and other internal policies and procedures; and,
  • Identify strategic project components for internal and external evaluation or research.
  • Leadership, Collaboration, and Capacity Building (30%): Responsible for strengthening partnerships and building capacity through training and collaborative assessments, enhancing MERL frameworks regionally, and ensuring effective data collection, sharing, and evaluation to improve program impact.
  • Support partnerships with government and non-government partners to increase IJM ability to collect, share, and analyze data and measure impact;
  • Collaborate with other offices to enhance IJM's MERL framework and implementation across the region;
  • Deliver training as needed for IJM staff on M&E framework, language, principles and tools, research methods and skills, and data entry per MERL guidelines and standards;
  • Deliver basic training to NGO partner as needed, focused on metrics, data capture and sharing, and IJM’s approach to M&E, research and learning; and,
  • Design and implement an assessment or evaluation to be used for external stakeholder capacity building projects, assess the effectiveness of training in strengthening government will and capacity, and suggest changes to training methods as needed.
Job Requirements
Languages:
  • Khmer - Fluent
  • English - Fluent
Qualifications:
  • Bachelor's Degree in Management, Statistics or a related field; graduate degree preferred;
Skills & Knowledge:General & Technical Skills
  • M&E certification desirable;
  • At least 5 years’ experience in program monitoring, data management and/or evaluation – including any of: Designing, managing, or monitoring a program, Conducting data quality audits or quality assurance assessments, Capturing, synthesizing, and analyzing qualitative and quantitative data
  • Excellent analytical, critical thinking, and problem-solving skills;
  • Good interpersonal skills with an ability to present data in a digestible way;
  • Advanced proficiency in Excel and comfortable with learning new computer software programs;
  • Fluency in written and spoken Khmer and English.
Soft Skills
  • Professional presentation in demeanor and written and spoken communication;
  • Exceptionally high level of honesty and integrity;
  • Excellent interpersonal skills;
