Objective: The International Labour Organization (ILO) is looking for a qualified individual to undertake work as an External Collaborator to support the implementation of Social Protection and Employment-Related Public Expenditure Review (ESPER) in Cambodia, using the official ILO ESPER methodology to assess the extent to which public spending contributes to decent work outcomes. The consultant will work under the supervision of the ILO Social Protection Officer based in Cambodia, and in coordination with the regional Social Protection Specialist (Bangkok) and relevant staff from the Employment Department at ILO Headquarters (Geneva).
- Employment and Social Protection Expenditure Review (ESPER)– National Technical Focal Point
- The consultant must hold a master’s degree (MSc or equivalent) in economics, public finance, statistics, or public administration. They must have at least five years of professional experience working in Cambodia, with track record on public policy, budgeting, employment, or social protection. A solid understanding of Cambodia’s institutional and policy context is essential.
- The consultant must have demonstrated experience in fiscal policy analysis, working with functional and programme-based policy delivery. They should be able to compile and interpret data from both financial, statistical and administrative sources, and to present structured outputs.
- Prior experience working with international organizations—such as the ILO, UN agencies, development banks, or bilateral partners—is expected, particularly in relation to policy support, data analysis, or coordination work.
- The consultant must be fluent in Khmer and able to engage confidently with national authorities. Proficiency in English is also required for communication with the international team and contribution to shared documents
