Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), UN Volunteers with at least twelve (12) months of continuous service in IOM, and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Job Responsibilities & Duties
  • Support the planning and coordination of shelter and community infrastructure activities by systematically collecting, organizing, and maintaining relevant programme and field information, ensuring that implementation is informed, timely, and aligned with overall project objectives.
  • Assist in the development, implementation, and regular updating of monthly and quarterly work plans of shelter and infarcture activities , ensuring effective tracking of progress, identification of gaps, and timely follow-up with relevant stakeholders.
  • Monitor the implementation of project activities and contribute to the documentation of progress, lessons learned, and challenges, ensuring clear and consistent communication with implementing partners, field teams, and internal units.
  • Facilitate effective coordination among programme units, implementing partners, local authorities, and other stakeholders to ensure integrated and coherent delivery of shelter and community infrastructure interventions.
  • Support the identification and assessment of potential project sites, target interventions and communities through field visits, data collection, and participatory approaches, ensuring that community priorities and needs are adequately reflected in programme design.
  • Promote meaningful community engagement and mobilization by working closely with community-based organizations (CBOs), local leaders, and beneficiaries, ensuring inclusive participation of women, youth, and vulnerable groups throughout the project cycle.
  • Contribute to the design and implementation of community consultation processes, feedback mechanisms, and participatory assessments to strengthen accountability and responsiveness to affected populations.
  • Support the preparation of comprehensive and timely reports, including progress updates, activity summaries, and analytical inputs, ensuring that information is accurate, well-structured, and aligned with programme and donor requirements.
  • Conduct regular field monitoring visits to observe project implementation, document community feedback, and identify operational challenges, supporting adaptive programme management and continuous improvement.
  • Assist in tracking project budgets, expenditures, and resource utilization, and contribute to the preparation of inputs for programme budgeting, financial monitoring, and resource mobilization efforts.
  • Ensure that all programme activities are implemented in accordance with organizational standards and guidelines, including principles related to accountability, inclusion, environmental and social safeguards, and risk mitigation.
  • Support the capacity building of community-based organizations (CBOs), local stakeholders, and relevant government counterparts by assisting in the organization and facilitation of trainings, workshops, and on-the-job learning initiatives, strengthening their ability to effectively participate in, manage, and sustain shelter and community infrastructure interventions.
  • Perform any other duties assigned by Supervisor.

Qualifications:
  • Bachelor's Degree in Social Sciences, Development Studies, Project Management, or a related field from an accredited academic institution with four years of relevant professional experience
  • High School Diploma in six years of relevant professional experience
Skills & Knowledge:General & Technical Skills
  • Experience working with international organizations, NGOs, or government institutions, preferably with exposure to UN systems and procedures;
  • Experience supporting project implementation, coordination, and monitoring, preferably in shelter, community infrastructure, or related development/humanitarian programmes in the field
  • Experience in conducting/coordinating field assessments, community engagement, and working with community-based organizations (CBOs) and local stakeholders.
  • Experience in preparing reports, maintaining project documentation, and supporting administrative and financial tracking processes of project activies.
  • Experience in coordinating and maintaining effective working relationships with government counterparts at provincial, and local levels, as well as liaising with implementing partners and other key stakeholders in field settings;
  • Familiarity with donor-funded projects and reporting requirements is an advantage.
  • Basic knowledge of project management/monitoring and evaluation concepts and tools;
  • Good computer literacy, including MS Office applications (Word, Excel, PowerPoint).
  • All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
  • For this position, fluency in English and Khmer is required (oral and written).
  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
