Background of Cambodia's coastal and marine fisheries
Cambodia's coastal and marine fisheries are vital to the economy and food security. The coastal provinces of Kep, Kampot, Koh Kong, and Preah Sihanouk - host diverse ecosystems like coral reefs, mangroves, and estuaries, essential for marine biodiversity and local livelihoods.
The development of coastal regions has brought challenges such as overfishing, gender inequality in businesses and community activities, and environmental degradation, harming marine ecosystems and local well-being. In response, there is increasing emphasis on sustainable fisheries management for long-term viability. Local authorities and NGOs are collaborating to promote responsible fishing practices.
Project Overview and Objective
The Sustainable Coastal and Marine Fisheries Project aims to create a sustainable, inclusive, and gender-responsive fishery model that promotes environmental resilience, empowers women, and boosts economic opportunities for marginalized groups. It also supports Small and Medium Enterprises (SMEs) in the coastal fishery sector by providing access to resources, training, networks, and tailored financing. Funded by the Royal Government of Cambodia, the Asian Development Bank (ADB), and Agence Francaise de Development (AFD), the program is implemented by the Fisheries Administration, the Ministry of Environment, and Khmer Enterprise.The main focus of the program includes:- Adaptive coastal and marine fisheries enhance
- Climate-resilient coastal infrastructure developed
- Sustainable and inclusive coastal and marine businesses incubated and commercialized
- Specific tasks include :
- Assessing and categorizing the proposed investment and enterprise business models to ensure compliance with the SCMF safeguard frameworks and ADB safeguard policy. Each investment proposal will have its safeguard categorization prepared by the consultant and complied with the SCMF frameworks and the Project Administration Manual.
- The consultant will prepare the initial assessments to be confirmed by ADB and the findings include the safeguard compliance and the proposed safeguard monitoring and reporting for all enterprises applying for seed funds.
- The consultant will conduct site visits and field-based due diligence on social safeguards to confirm the applicant’s feasibility and business plan data
- Prepare or contribute to the environmental and social safeguard documents including assessment and reports for semiannual and annual project-wide reporting of safeguards implementation and the monitoring of safeguard implementation and compliance to the management of KE and for the SCMF reporting to ADB and the Government Project Management Unit in FIA
- During implementation of each successful business plan the consultant will undertake and report the monitoring of social safeguards policy compliance of ADB projects during implementation
- Liaise with the ADB on all safeguards-related matters, and secure ADB approval of social due diligence reports including proactively responding to issues within the application and during implementation. The consultant will be responsible for informing KE at the earliest possible moment any safeguard issues and recommend remedial actions and report these directly to the management of KE, FiA and ADB.
- Capacity building and training on safeguard implementations and requirements to the relevant stakeholders and support the establishment of project specific GRM
- Perform other relevant safeguards-related duties as required, including responding to the ADB supervision and safeguard review missions.
- The consultant will deliver:
- Inception Report and Workplan
- Social Safeguard Categorization Assessments for Enterprise Business Models
- Social Due Diligence Reports (SDDRs)
- Grievance Redress Mechanism (GRM) Establishment Report
- Capacity Building Training Reports
- Semiannual Safeguard Monitoring Reports
- Corrective Action Plans (CAPs)
- Annual Safeguard Implementation Report
- A preliminary screening of the proposed grant program against ADB's ESF/SPS requirements, recommending a risk classification and identifying which social safeguard standards are likely triggered.
- A concise assessment of potential social impacts on beneficiary SMEs and affected coastal communities, covering vulnerable groups (ethnic minorities, women-led enterprises, informal operators).
- Documentation of any pre-application consultations conducted with target beneficiaries and relevant stakeholders, demonstrating early engagement consistent with ADB's participation and disclosure requirements.
- Drafting the social safeguards sections of the application itself — including risk classification justification, impact mitigation measures, proposed grievance redress approach, and social inclusion commitments.
- A final review memo confirming the completed application is aligned with applicable ADB social safeguard requirements, flagging any residual risks or conditions ADB may raise during appraisal.
- English - Fluent
- Bachelor's Degree in social science related to socio-economic development, rural development, or resource management
- Specialization in social safeguards policy is necessary
- Minimum of 5 to 8 years of relevant professional experience in social impact assessment, project administration, or related areas.
- Proven experience in conducting social impact assessments (SIA) and implementing safeguard policies in compliance with ADB SPS (2009) standards.
- Experience in assessing project proposals, identifying social risks, categorizing risks, and developing mitigation strategies using policies, checklists, and tools.
- Demonstrated experience in designing and implementing comprehensive Corrective Action Plans (CAPs) and/or risk mitigation strategies.
- Experience in preparing in-depth safeguard assessments, monitoring reports, and compliance documentation.
- Experience presenting technical content to external audiences through conference presentations, workshops, or webinars.
- Knowledge and experience in the preparation, implementation and monitoring of ADBs IR and IP policies and requirements, as well community participation framework specified in the SCMF PAM.
- Proven ability to identify, assess, and monitor environmental and social risks in project proposals.
- Skilled in providing capacity building training, detailed safeguard assessments and preparing monitoring/compliance reports.
- Excellent English communication skills, both oral and written, with familiarity with ADB abbreviations and terminology.
- Advanced proficiency in relevant computer applications and software, including Google Workspace, MS Word, MS Excel, MS PowerPoint, and other related tools.
- Strong analytical and problem-solving skills.
- Ability to work independently and as part of a team in a fast-paced environment.
- Willingness to travel as needed for project-related activities.
