Job Description

The Mines Advisory Group (MAG) is a British based Non-Governmental Organization engaged in the eradication of landmines and other unexploded ordnance. MAG’s mission is to build the futures of people affected by the remnants of conflict through responsive, quality-driven and progressive action. We remove the physical threat of injury and death and alleviate economic devastation. We provide clearance and education enabling an escape from the poverty and suffering caused by conflict. MAG has been working in the field of Humanitarian Mine Action in Cambodia since 1992.

MAG is now seeking applications from suitably qualified and experienced Cambodian Nationals to fill the following position:

  • Community Liaison Supervisor (1 Position)
Job Responsibilities & Duties
  • Specific areas of responsibility:
  • CL Leadership and Coordination
  • Lead the CL deployment planning and supervise the implementation of all CL activities in the respective province in collaboration with the CLM.
  • In close cooperation with the CLM, plan, prioritise, and coordinate CL activities, ensuring maximum community understanding and participation at all stages.
  • Ensure that all CL activities are conducted as trained and in accordance with MAG SOPs.
  • Monitor regularly the CL team dynamics, skills, attitudes, and approaches as per the given recommendation.
  • Conduct QA on all CL field activities and record the findings on the QA form respectively, minimum one visit per team, per month is essential.
  • Undertake consistent QC on all relevant CL surveys, reports, and documents prior to the distribution and ensure the accuracy and punctuality.
  • Ensure that team members strictly adhere to all MAG policies and procedures and immediately report any breaches to the CLM.
  • Conduct refresher training periodically to all CL teams in the respective province in all relevant subjects (NTS, EORE, IA, CL Tasks and Liaison) as per the training need assessment which carried out by that quarter.
  • Work closely with Community Liaison Team Leaders (CLTLs) and share the knowledge and skills and always maintain the transparency.
  • Lead by example as per MAG standard and policies and motivate staff to ensure all activities are carried out to the highest professional standard.
  • Operation Support and Liaison
  • Work in collaboration with technical operation management to identify the internal priorities for clearance based on existing and proposed development plans, risk profiles, and accident records.
  • Assist in providing the inputs to draw the annual work plan for Clarence operation in the respective province.
  • Represent MAG in planning or any other HMA relevant meetings with government representatives, the CMAA, MAPU, demining operators, and other stakeholders when and as required.
  • Lead on negotiation for and the development of the annual workplan, representing MAG in relevant meetings, and ensure sharing the crucial feedback to Ops management promptly.
  • Collect the accurate information through the CL teams and coordinate with CLM to generate request for the Baseline (BLS) task orders in respective landmine contaminated areas.
  • Support the Ops management in maintaining relationships with local authorities, local partners and other parties as needed in coordination with the Community Liaison and Technical Operations teams.
  • Build and maintain relationships with community representatives, local authorities, NGOs, and other relevant stakeholders to gather information, provide feedback, and build trust in support of MAG’s operational objectives.
  • Represent MAG in relevant meetings as required.
  • Other
  • Work closely with the CLM and Logistics team to ensure that CL teams have access to all materials and equipment necessary to complete their tasks and eensure that all equipment and materials are maintained appropriately. Report any faults and/or losses to the CLM immediately.
  • Assist the CLM and HR department with the recruitment of new staff if needed.
  • Maintain the transparency in works or documentation and avoiding manipulation is expected.
  • Perform any other reasonable duties as requested by the CLM.
  • Facilitate external visits and provide briefings to visitors as required.
  • Responsibilities of All Staff
  • As part of their roles, all MAG staff are required to:

  • Work towards achieving programme and/or department business plan objectives.
  • Ensure familiarity with and adherence to all MAG policies and procedures and keep informed of MAG activities.
  • Undertake and apply learning from appropriate training and development programmes.
  • Undertake the role in a manner appropriate to the cultural context and within the local legal framework, and on occasion, work outside regular working hours as circumstances dictate.
Job Requirements
  • Essential experience and qualifications
  • At least four years of experience in implementing community liaison, community-based awareness programme, or community facilitation activities and external stakeholder relationship.
  • Excellent proven, presentation and negotiation skills and the ability to credibly represent and present on behalf of MAG before a variety of stakeholders.
  • Excellent, proven, communication and interpersonal skills with the ability to build effective relationships with people from diverse backgrounds.
  • Experience in the design and delivery of formal/informal training and transfer of skills to others.
  • Skills and Knowledge
  • Demonstratable practical knowledge of community liaison activities, including the provision of NTS and delivery of risk education.
  • Must have a detailed and thorough knowledge of MAG Standard Operating Procedures (SOPs).
  • Sound understanding of rural livelihood and development issues, at least in the responsible region.
  • Proven ability to lead, manage, and motivate teams to deliver high-quality results.
  • Excellent organizational skills with the ability to coordinate activities and projects
  • Practical knowledge of field monitoring and conducting QA/QC.
  • Demonstratable problem-solving skills and proven ability to make operational decisions based on the presence of evidence.
  • Strong information management skills and relevant IT and numeracy skills.
  • Ability to record information clearly and accurately.
  • Excellent communication and interpersonal skills with the ability to build effective relationships with people from diverse backgrounds.
  • Excellent presentation skills with the ability to engage a wide range of audiences.
  • Other
  • Good written and spoken English language skills will be considered an asset.
  • Demonstrates maturity, leadership, and embodies MAG values.
  • Willingness to travel and stay in/to rural areas for fieldwork.
  • Self-motivated with a flexible and adaptable approach to work.
  • Ability to work under pressure and meet deadlines.
  • Valid driving licence and excellent driving skills of motorbike is essential and 4x4 is an asset.
