An exciting mid-level opportunity for an experienced procurement and logistics officer to widen their experience by joining the team in a well-respected and dynamic international NGO.
The Mines Advisory Group (MAG) is a British based Non-Governmental Organization engaged in the eradication of landmines and other unexploded ordnance. MAG’s mission is to build the futures of people affected by the remnants of conflict through responsive, quality-driven and progressive action. We remove the physical threat of injury and death and alleviate economic devastation. We provide clearance and education enabling an escape from the poverty and suffering caused by conflict. MAG has been working in the field of Humanitarian Mine Action in Cambodia since 1992.
MAG is now seeking applications from suitably qualified and experienced Cambodian Nationals to fill the following position:
- Procurement
- Processing of procurement for goods, service and work for Phnom Penh, Ratanakiri and Battambang in compliance with MAG procurement policy
- Preparing Procurement Request Forms, Purchase Orders and Payment Vouchers and submitting to the HoPL for checking
- Performing research to identify potential suppliers and evaluating their qualifications
- Negotiating price changes with suppliers when costs fluctuate significantly
- Assist HoPL contact suppliers for invitation bidding/tender
- Updating the Procurement Tracker on a daily basis and circulating when appropriate
- Liaise with suppliers and service providers to ensure the timely and accurate completion of orders and receipt of goods.
- Monitoring Preferred Supplier Agreements to ensure renewal takes place in a timely fashion
- Check quality of deliverables and ensure that procured items are delivered properly as per specification as well as contract agreement and deal with performance evaluation of vendors.
- Coordinate with Finance on payment-related issues
- Perform any other duties and responsibilities assigned by HoPL
- General Logistics
- Maintaining up to date and accurate procurement files in soft copy into Procurement and Logistics Channel
- Organizing and following up on delivery of items to Provincial bases (RTK/ BTB)
- Arrangement for booking hotels and taxis for staff/visitors
- Arrange and booking for training, workshops, conferences event
- Processing and prepare the require documentation for vehicle/motorcycle registration new plate number
- Processing and prepare the require documentation for vehicle technical inspection
- Processing and prepare the require documentation for annual road tax
- Liaise with other departments to ensure the payment of regular invoices (such as rental payments for offices, houses and equipment)
- Arrange and preparation of all visa documentation to extension for expatriate staff
- Arrange and maintain the contract of accommodation/apartment for expatriate staff
- Manage petty cash for Phnom Penh Office
- Undertake all liaison with the building managers regarding office management issues (repairs, meeting room bookings etc)
- Works closely with cleaner for the regular office/meeting/resident cleaning
- Work closely with Receptionist for Goods Delivery/Receiving
- Cover for receptionist when absent
- Responsibilities of all staff
- Uphold and implement MAG standard policies including, but not limited to the Policy on Personal Conduct, Protection of Children and Vulnerable Adults, Dignity at Work, Financial Crime Policy, Gifts and Hospitality Policy and Equal Opportunities Policy
- Understand and uphold the standards outlined in MAG’s Safeguarding Framework, acting with due care and attention to safeguard the wellbeing of anyone that comes into contact with MAG’s work and reporting concerns if they do arise.
- Work within the framework of MAG’s core values, promoting its ethos and mission statement.
- Work towards achieving programme and/or department business plan objectives
- Ensure familiarity with and adhere to all MAG policies and procedures and keep informed of MAG activities
- Undertake and apply learning from appropriate training and development programmes.
- Undertake the role in a manner appropriate to the cultural context and within the local legal framework
- On occasion, work outside regular working hours as circumstances dictate.
- Khmer - Fluent
- English - Good
- Work in a comparable role (NGO preferred but not essential) for 2 years as a minimum
- Graduation from university or relevant degree
- Proficiency in using Microsoft office
- Strong experience of using databases
- Excellent Khmer (written and spoken) and good English (written and spoken)
- Strong communication and negotiation skills
- Good interpersonal skills and demonstrable ability to work as part of a team
- Ability prioritization and organization skills
- Being proactive and quality of work
- Honesty, integrity and reliability
