Job Description

We are looking for qualified candidate to fill for the position below.

Job Responsibilities & Duties
  • Review the technical designs, including technical geographical and geological surveys, technical analyses, technical drawing, construction method and plan, operation and maintenance, and cost estimate of the construction project submitted by the design consulting firm to ensure the adequacy of technical requirements prior to the approval of the responsible government agencies.
  • Provide technical support to the procurement process including preparation technical designs, specifications for bidding documents, and evaluation of the technical and financing proposals to be submitted by the interested consulting firm (for technical design and construction supervision) and contractors.
  • Supervise the construction (e.g. schools, health care centers, buildings, and earth road) to ensure the approved design is followed by the contractors.
  • Provide of technical guidance and supervision to the performance of consulting firm for technical design and construction supervision.
  • Monitore the construction progress to ensure:
  • Sampling and testing for conformance of the materials to the Technical Specifications.
  • Field testing for conformance of the completed works to the Technical Specifications.
  • Field monitor in conducting on-site evaluations of selected projects ensuring that adequate and reliable data is collected for evaluation of the technical and cost-efficiency aspects of the projects.
  • Monitoring of all works, including materials testing, verification of construction schedules, verification of quantities, adherence to contractually stipulated standards, and conformance with approved engineering designs and specifications.
  • Compile and summarize project progress, completion, and evaluation reports.
  • Monitor and evaluate the construction progress and verify quantities, adherence to contractually stipulated standards, and conformance with approved engineering designs and specifications and advise on certifying contractor payment based on the completed works under civil works contracts.
  • Carry out any other tasks or responsibilities as may be assigned by the management.
Job Requirements
Languages:
  • English - Good
  • Khmer - Fluent
Qualifications:
  • Master's Degree in or higher is plus in the civil engineering field
Work History:
  • At least of working experience in design, construction, and supervision as well as project management experience for 8 years
  • At least of relevant experience with the World Bank, ADB and/or other DP funded projects for 5 years
Skills & Knowledge:General & Technical Skills
  • High-level computer skills in structural analysis, infrastructure survey and design, CAD, and GIS and a thorough understanding of database design and management (highly desirable);
Soft Skills
  • Excellent Khmer language verbal and written communication and very good verbal and written communication in English; and
  • Ability and willingness to travel regularly to the provinces.
