Job Description

We are looking for qualified candidate to fill for the position below.

Job Responsibilities & Duties
  • Design and establish a comprehensive Monitoring and Evaluation (M&E) system and reporting framework that aligns with project objectives and DMC requirements.
  • Provide technical guidance to DMC on effective procedures for collecting, recording, validating, reporting, and analyzing data related to project activities and outcomes.
  • Develop standardized tools, templates, and formats for progress reporting, data entry, field monitoring, and performance tracking.
  • Ensure that the M&E system supports timely decision-making, facilitates performance assessment, and promotes effective project coordination.
  • Train project staff and relevant stakeholders on the use of M&E tools and reporting processes to ensure consistent application across all project components.
  • Establish mechanisms for data quality assurance, including regular review, verification, and storage of project data.
  • Conduct continuous monitoring of all assigned project activities to ensure effective implementation in accordance with the project’s work plan, objectives, and performance indicators.
  • Track project expenditures and resource utilization, ensuring consistency with approved budgets and financial procedures.
  • Maintain close coordination and communication with implementing partners, technical teams, and relevant stakeholders to gather accurate and timely information on project progress and challenges.
  • Prepare analytical reports summarizing project achievements, issues encountered, and recommendations for improvement, and submit these to DMC as required.
  • Support mid-term and final evaluations by providing accurate data, documentation, and insights on project performance and lessons learned.
  • Identify potential implementation bottlenecks or risks and propose corrective actions or adjustments to ensure timely and effective delivery of project results.
  • Carry out any other tasks or responsibilities as may be assigned by the management.
Job Requirements
Languages:
  • Khmer - Fluent
  • English - Fluent
Qualifications:
  • Master's Degree in Project Management, Business Administration, Social Sciences, Economics, or a related field.
Work History:
  • At least of experience working on development partner–financed projects, with a focus on Monitoring and Evaluation (M&E) for 6 years
Skills & Knowledge:General & Technical Skills
  • Proven experience in developing and implementing monitoring and evaluation systems, particularly Management Information Systems (MIS).
  • Familiarity with conducting M&E activities for projects or programs.
  • Understanding of M&E procedures and frameworks used by ADB, World Bank, or other development partners.
  • Demonstrated ability and experience in providing M&E training is an advantage.
  • Strong computer skills, including proficiency in Microsoft Office applications.
Soft Skills
  • Fluency in both written and spoken English and Khmer, with proficiency in Khmer Unicode.
