The Royal Government of Cambodia has approved the Financial Sector Development Program. Under the Program, the Ministry of Economy and Finance intends to recruit qualified national individual consultants for the following four positions: (i) Infrastructure Engineer (CWFDMMP-BS-IE-2); (ii) Project Coordinator (Junior) (OT-BS-PC-5); (iii) Finance Assistant (CWFDMMP-BS-FA-5); and (iv) Project Management Support Specialist (OT-BS-PMSS-4). The consultants will support the Department of Multilateral Cooperation (DMC) within the General Department of International Cooperation and Debt Management (GDICDM), Ministry of Economy and Finance (MEF).
- Assist in developing the budgets for projects’ activities, involving financial aspects of the projects’ appraisal activities and needs assessment, cost estimates and procurement planning.
- Provide technical support to negotiations and conclusion of Financial Agreements (FA) with DPs, as well as to the DPs’ regular follow-up and review missions.
- Assist in establishment and maintaining sound finance and accounting systems of programs/ projects, including the FMIS, databases and other automated systems.
- Provide support in handling of respective financial and accounting records established to ensure that all relevant financial documents are properly classified, recorded, filed, and maintained.
- Assist in the preparation and update of relevant Financial and Budget Plans, and assessment of various financial requirements; in conducting coordination, problem-solving, monitoring and control in scheduling and progressing with the financial management actions required in accordance with the Projects’ plans.
- Support the processing coordination and review of withdrawal applications from EAs/IAs; along with recording, monitoring and reporting the disbursement process data.
- Assist in processing all relevant financial documents’ clearances at GDICDM.
- Assist in coordination of establishment, management and maintaining the designated accounts necessary for the efficient implementation of programs/ projects, including their regular reconciliations.
- Support the coordination of activities to ensure project expenditure commitments, monitoring the projects’ cash flow accounts, and managing the daily cash transactions related to the projects’ activities.
- Assist in the preparation of financial statements of the respective projects’ accounts; and support the preparation of annual financial statements.
- Provide necessary technical support to the conduct of irregularities investigation and other cases of reviews, assessments and audits related to the financial aspects in projects’ implementation, including assistance in the processing of possible claims and undertaking appropriate remedy measures.
- Support the preparation and coordination of financial reports to ensure timely and accurate provision of the required reporting data.
- Maintain and facilitate communication between the GDICDM and the DPs, the EAs/IAs and other relevant stakeholders in the related areas and serve as a technical resource for the GDICDM management.
- Maintain and provide the Client/ Employer with complete records, reports and relevant supplementary information within the area of responsibility, as required; and
- Perform other duties, as instructed by the GDICDM management.

- Bachelor's Degree in Finance/ Accounting, Business Administration, or other relevant discipline
- Public institutions or international agencies/ organisations related to development assistance and/or RGC projects externally funded by DPs will be an advantage for 2 years as a minimum
- Knowledge of the RGC accounting management regulations, standards, and procedures along with principles of financial management and control is essential.
- Proven ability to collect and organize required data and information; and prepare notes, papers, and reports.
- Proficiency in operating relevant computer programs, especially, MS Office: spreadsheets and word processing; as well as software in accounting and database applications. Ability to type is required.
- Good oral and written communication skills in Khmer and English.
- Strong interpersonal skills and demonstrated ability to work effectively as part of a team; openness and integrity in human relations; adeptness in managing multiple tasks; and perceptive judgment about the functions of people and institutions.

The duty station of each assignment will be based at MEF/GDICDM in Phnom Penh. The duration of the contract is one (1) year (a full-time basis) with a probation period of three (3) months. The contract may be renewed on annual basis subject to a satisfactory performance acceptable to the MEF.
