Job Description

The National Council for Sustainable Development (NCSD), Ministry of Environment (MoE), Cambodia and the United Nations Human Settlements Programme (UN-Habitat) have been successful in securing funding from the Adaptation Fund to implementing a four-year climate change adaptation project titled “Increasing climate resilience through small-scale infrastructure investments and enhancing adaptive capacity of vulnerable communities in Kampot and Koh Kong Provinces in Cambodia.”

The overall objective of the project is to support climate resilient and adaptive development and increase the capacity for climate variability/change adaptation of target communities living in Kampot and Koh Kong Provinces. This objective will be achieved through the following specific objectives:

  • To implement concrete adaptation actions that support climate resilient infrastructure in Kampot and Koh Kong Provinces to adapt to current impacts of climate change, in particular, extreme hydro-meteorological events.
  • To reduce the impacts of coastal climate hazards by recovering coastal ecosystems (Ecosystem-Based Adaptation) and minimizing related socioeconomic impacts on communities.
  • To enhance institutional capacity at the provincial and local level, relevant Government entities, and communities for decision-making and management of the implementation of adaptation measures/actions to address climate change and variability in Kampot and Koh Kong Provinces.

The project is structured around the following three components:

Component 1: Increasing coping capacity by promoting climate-resilient small-scale infrastructure.

Component 2: Adapting to current impacts of climate change through recovery of coastal ecosystems, and livelihood improvement and diversification, and

Component 3: Building capacity and knowledge sharing to reduce vulnerability to climate change.

Job Responsibilities & Duties
  • The M&E and Communications Officer will ensure rigorous monitoring of project indicators and provide technical inputs for all progress reports in accordance with ProDoc and Adaptation Fund (AF) guidelines. The incumbent is also tasked with managing the project’s knowledge management cycle, which includes identifying success stories, documenting lessons learned, and overseeing the dissemination of communication materials to relevant partners and the public.
  • Monitoring and Evaluation (M&E)
  • Lead the development and implementation of a robust project M&E framework, based on the Results Framework and Annual Work Plans (AWP), to track progress and ensure strategic alignment with project goals.
  • Monitor progress against key performance indicators, specifically spearheading strategies to meet the 50% target for female participation across all activities and addressing gender-related bottlenecks.
  • Design and standardize checklists/templates for construction progress monitoring; conduct regular site visits (independently and with project teams/consultants) to infrastructure sites in Kampot and Koh Kong to verify technical progress, quality, and adherence to timelines.
  • Collaborate closely with Environmental and Social Safeguards (ESS) Consultant to integrate safeguard monitoring into regular reporting; track the resolution of implementation challenges, such as site relocations or external delays, ensuring no-harm principles are upheld.
  • Collect, validate, and analyze sex-disaggregated data on beneficiaries across all project Components (climate-resilient infrastructure, coastal ecosystems, livelihoods, and capacity building) to evaluate socio-economic impact.
  • Maintain and organize a systematic digital and physical project filing system, ensuring data integrity, documentation security, and ease of accessibility for audits.
  • Provide substantive inputs into the preparation of high-quality project progress reports for the Project Management Committee (PMC), NCSD/MOE, UN-Habitat, and the Adaptation Fund (AF).
  • Draft concept notes, back-to-office reports (BTORs), meeting minutes, and technical project output reports to a professional publishing standard.
  • Facilitate mid-term and final project evaluations by coordinating data collection, organizing stakeholder interviews, and ensuring management responses to evaluation recommendations are implemented.
  • Communications and Knowledge Management
  • Lead the design, development, and dissemination of high-quality knowledge management products (KMPs), including but not limited to press releases, newsletters, case studies, success stories, short documentaries/videos, leaflets, factsheets, booklets, and posters that highlight the impact of climate-resilient actions.
  • Draft and finalize brief updates and "human-interest" stories following organized events (meetings, workshops, campaigns, etc.) and proactively manage project updates across social media platforms and official webpages to enhance project visibility.
  • Ensure all communication materials are disability-inclusive, gender-sensitive, and strictly compliant with donor and MOE branding and visibility guidelines.
  • Establish and maintain a comprehensive digital media library, including high-resolution photography and footage with descriptive captions of infrastructure at project sites, events, and activities.
  • Facilitate the translation of key communication materials and technical summaries from Khmer to English (and vice versa) to ensure effective information sharing with the project team and international stakeholders.
  • Assist in taking minutes of meetings and workshops, distilling them into lessons learned reports for internal and external knowledge sharing.
  • Develop and maintain a media contact database and coordinate with local/national media outlets to ensure project milestones receive adequate press coverage.
  • Collaborate with project team to transform complex data and project indicators into easy-to-understand infographics and visual aids for diverse audiences.
  • Perform other tasks as required by the NPM/NTL.

Languages:
  • Khmer - Fluent

Qualifications:
  • Bachelor's Degree in Social Sciences, Development Studies, Communications, Environmental Science, Information Management, or a related field.
Work History:
  • Minimum of proven experience in designing and implementing M&E and/or strategic communications for international development projects (previous experience with AF-funded projects or GCF/GEF-aligned initiatives is an asset) for 3 to 5 years
Skills & Knowledge:General & Technical Skills
  • Some practical knowledge of Climate Change Adaptation principles, strategies, and their integration into development frameworks.
  • Understanding of gender-sensitive monitoring, social inclusion (GESI), and environmental safeguards.
  • Proficiency in computer skills, including data visualization tools, graphic design and video editing skills for producing KMPs.
  • Excellent professional command of Khmer and English (both spoken and written), with the ability to produce all required knowledge products in both languages.
Soft Skills
  • Demonstrated organizational and time management skills, including the ability to prioritize multiple tasks, meet strict deadlines, and produce high-quality KMPs.
