Organizational context
The Ministry of Environment is assigned by the Royal Government of Cambodia to lead and manage environmental protection, biodiversity conservation, and utilization of natural resources properly and sustainably. Its role focuses on safeguarding long-term environmental benefits for all Cambodians and future generations. As stipulated in Sub-Decree No. 234 dated 17 November 2021, the Ministry of Environment consists of six General Directorates, with 35 specialized departments.
Project description
The “Eliminating hazardous chemicals from supply chains – Eliminating hazardous chemicals from supply chains in Cambodia” (from here on referred to as the “Cambodia child project”) is one of the eight child projects of the Global Environment Facility (GEF) 8 Integrated Programme (IP) 11 “Eliminating hazardous chemicals from supply chains”. The objective of the IP is to promote transformational change in the fashion and construction sectors by replacing resource-intensive processes and materials with sustainable approaches and alternatives and creating and strengthening circular and transparent supply chains.
The Ministry of Environment of the Kingdom of Cambodia, as the lead Executing Entity/Agency, has received funding from the GEF Trust Fund through UNEP, the Implementing Agency, to implement this Cambodia child project in collaboration with UNDP Cambodia. Together, they are supporting key project stakeholders in implementing a series of activities that promote the sustainable sourcing of raw materials, advance net-zero and nature-positive outcomes, and encourage pollution-free production approaches to help scale up transformation in the fashion and construction sectors.
The Project Executing Entity is seeking qualified and experienced candidates to fill the following positions:
- Master's Degree in Environmental Science, Environmental Engineering, Environmental Law, International Development, Environmental and Natural Resource Management, Textile Engineering, Economic Development, or other related fields.
- Fields of environment, chemicals and wastes, circular economy approaches, resource efficiency, sustainable production and consumption, and knowledge of chemicals in fashion is desirable for 7 years as a minimum
- Familiarity with GEF and UNEP procedures is an advantage
- Demonstrated experience in conducting gap analysis and needs assessments for policy or regulatory frameworks.
- Experience working with the fashion, textile, or garment sector is highly desirable.
- Prior experience working with government agencies, development partners, or international organizations is an asset.
- Strong understanding of circular economy principles and responsible sourcing of materials, international eco-labelling and certification schemes, and sustainable materials and supply chains in the fashion sector
- Ability to conduct comparative analysis between international standards and national regulatory frameworks
- Proven capacity to design actionable implementation plans and technical reports
- Practical experience in Life Cycle Assessment (LCA), including use of LCA tools and methodologies
- Strong analytical, research, and report-writing skills
- Demonstrated experience working in close collaboration with government and private sector (fashion)
- Demonstrate ability to organize, facilitate, and mediate technical teams/consultants to achieve stated project objectives
- Strong computer skills; advanced in Microsoft Office skills.
- Proven ability to promote cooperation between and negotiate with a range of stakeholders, and to organize and coordinate multi-disciplinary teams
