The Royal Government of Cambodia (RGC) through the Ministry of Land Management, Urban Planning and Construction (MLMUPC) as Executing Agency (EA) and Ministry of Agriculture, Forestry and Fisheries (MAFF) as Implementing Agency (IA), have received financing from the World Bank for Land Allocation for Social and Economic Development Project III (LASED III) and intend to apply part of the proceeds of this credit to payments for consultants below:
- Senior National Operation Consultant
- Main Tasks. The main tasks of the consultant are as follows:
- Facilitate implementation of training activities on the results framework and the Project Implementation Manual (PIM);
- Assist the Project Director and the Section Directors in monitoring and assessing progress in implementation, and formulating follow-up actions as required;
- Support the Project Management Unit in the preparation of ISM by the World Bank, and the management of implementation of follow-up actions.
- Facilitate the reviews of project working procedures and provide input for improvement when needed and coordinate and provide input to annual project staff reviews;
- Provide coaching and support on project operation to the provincial teams, including make regular visits targeted provinces and project sites to monitor progress and to maintain dialogue with Provincial Teams;
- Assist the Project Director, the Section Directors, Chief of Units and teams in the preparation of the Annual Work Plan and Budget (AWPB) including coordination with MLMUPC, MAFF and other relevant stakeholders; review the draft AWPB and provide comments on its consistency with the LASED III’s results framework the project’s Implementation Manual, and Cost Tables;
- Coordinate the preparation of the AWPB workshop including discussions with WB, MLMUPC, MAFF, and the project implementing bodies at the sub-national level;
- Assist in the coordination of project implementation to ensure harmonization with MLMUPC and MAFF strategies and procedures, and with overall RGC regulations;
- Assist the procurement and contract management Unit in ensuring that all contracts and agreements are implemented in accordance with the required systems and procedures; and perform formal and informal monitoring on the progress of AWPB implementation, including collecting the progress reports from all relevant project units and consolidate into a project report.
- Cooperate with the International/national M&E specialist to develop the MIS of LASED III and provide regular updates on implementation progress and achievements of the project’s result indicators;
- Coordinate and support the International/national M&E specialist to develop M&E manual including the template, table recording form based on the result indicators and objectives of the project for national and sub-national team;
- Work closely with the International/national M&E specialist to share updates on the results indicators with national and sub-national teams;
- Assist the Project Director, the Operations Director, the project management team to monitor the project progress and achievement based on the result indicators and project performance;
- Assist the project director, the Operations Director, and the project management team to assess the effectiveness of LASED III through field monitoring, case study and in-depth interviews with beneficiaries and implementation agencies; and coordinate with the national and sub-national levels on implementation of surveys and studies of new SLC communes when required by the project.
- Under the direction of the Operations Director, the consultant will work closely with the section directors and relevant project implementation teams to collaborate and closely work with the environmental and social (E&S) risks consultants and relevant project teams, when required operations and technical supports on E&S risks related project following the guidelines and manuals;
- Work closely with the Safeguard Consultants to prepare a summary note on the social and environmental safeguards for the project, and share it with national and sub-national teams, NGOs, and stakeholders;
- Assist the national and sub-national teams to implement safeguard related aspect for land use planning preparation, ICLT, CLUP and development activities; and work closely with the E&S risks consultants and assist the project teams for recording and documentation on social and environmental safeguard activities.
- Deliverables. The National Senior Operation Consultant will produce the following outputs:
- Guidelines for project implementation and provide Capacity building to project team at national and subnational level on overall project operation and implementation manual;
- Periodic reports as required by the Project Director/Operations Director, and (ii) quarterly, bi-annual, and annual progress reports;
- Provide a final review of the AWPB including advice for Project Director and project teams;
- To monitor and evaluate the project progress and result framework following the plan and properly recording;
- Identify implementation issues and suggest resolutions to the Project Director and the Operations Director;
- Support arrangements for the IDA mission and provide the input for the Aide Memoire; and Filling and documentation the project activities, result, output and outcome.
- Master degree (or higher) in rural development, project management, policies and land management;
- At least ten-year progressive experience in implementation of projects in areas related to rural development and land policy;
- Understanding of rural land rights issues; At least five years in positions with project management responsibilities;
- At least three years in develop and implement the monitoring and evaluation especially on MIS;
- Very good in report writing and spoken both in English and Khmer
- Willingness to work under pressure with dynamic situation; and willingness and ability to travel in difficult conditions.
The selection process will be carried out in accordance with provisions set forth in the Government Procurement Manual for Externally Financed Projects/Programs in Cambodia and Approved Selection Method for Individual Consultant - Section VII. Approved Selection Methods: Consulting Services of the World Bank Procurement Regulations for IPF Borrowers, dated July 2016, revised November 2017 and August 2018).
