Job Description

The Asian Development Bank (ADB) and the Royal Government of Cambodia (RGC), with the support of the Agence Française de Développement (AFD), have initiated the preparation of the proposed Livable, Resilient and Water-Secure Cities Investment Program (‘LRWSCIP’). The proposed program will support priority short- to long-term investments in urban planning, water supply, sanitation, solid waste, and wastewater management infrastructure, along with related institutional strengthening activities. These investments are essential to expand resilient urban services and enhance water security in Cambodian cities.

LRWSCIP will prioritize 14 cities and 12 districts across the Mekong, Tonle Sap and coastal regions. The expected outcome is resilience, coverage, and sustainability of water supply, sanitation, and other urban services in 14 provinces expanded, improved, and strengthened. This will be achieved through three outputs: (i) Output 1: Climate- and disaster-resilient urban planning strengthened, (ii) Output 2: Resilience of urban flood risk, drainage, and sanitation management enhanced, and (iii) Output 3: Urban water supply services resilience improved.

Implemented through a multi-tranche financing facility (MFF), the proposed program is expected to span 12 years and comprise four investment tranches, with the initial tranche scheduled for 2026-2032 (Tranche 1). The Ministry of Land Management, Urban Planning and Construction (MLMUPC) will act as Implementing Agency and will oversee Output 1.

The objective of this assignment is to support the Program Management Unit (PMU) of MLMUPC in strengthening urban planning and land use management at national and subnational levels, with a focus on integrating climate resilience, inclusive development, and digital planning tools. A national Land Management and Urban Planning Consultant will be recruited to deliver the tasks specified in Duties and Responsibilities.

Job Responsibilities & Duties
  • Coordinate regularly with the consultancy firm in charge of developing the proposed spatial and land use plans and the PIAC.
  • Review existing national and subnational land use and urban development plans, policies, regulations, and institutional arrangements.
  • In coordination with the consultant firm to be recruited, support the development or revision of land use and urban development plans in selected cities and districts, ensuring alignment with national planning frameworks and climate-resilient urban development principles.
  • Provide technical input to the formulation of spatial and zoning plans, including preparation of planning maps and identification of priority areas for development or protection.
  • Contribute to reviewing and updating Ministry’s Decision No. 52 on Coloring Standards and Map Legend for All Levels Spatial Plan in Cambodia dated 28th June 2007.
  • Coordinate with the consultancy firm and the SLUP service provider to ensure accurate and timely integration of urban planning and land use data into the platform.
  • Facilitate stakeholder consultations with provincial departments, municipalities, and other relevant agencies to support inclusive and participatory planning processes.
  • Provide recommendations for institutional and policy improvements to strengthen land use management and urban planning systems, including legal and regulatory reform where appropriate.
  • In coordination with the PIAC, support the capacity building of national and subnational government staff in integrated urban planning, land use management, and application of digital planning tools.
  • Review technical reports, planning documents, policy briefs, and presentations prepared by the consultancy firms.
  • Perform any other tasks as requested by the Program Manager or Program Director to support effective planning and implementation of the program.

Languages:
  • Khmer
  • English is required
Qualifications:
  • Bachelor's Degree in urban planning, land management or a related field
Work History:
  • Urban planning and land management for 5 years as a minimum
Skills & Knowledge:General & Technical Skills
  • Experience in preparing spatial and land use plans is preferred;
  • Past experience with ADB or other international funder is preferred
  • Proficiency in English (speaking, reading, and writing) is required.
