1. The Royal Government of Cambodia has received funding from the International Fund for Agricultural Development (IFAD) and Project Implementing Partners toward the implementation of the Project for Agricultural Development and Economic Empowerment (PADEE) and intends to apply part of the proceeds for consulting services.

2. The consulting services (“the Services”) comprise the Two (2) Positions of Value Chain Officer (VCO) based in MoWA-ISU/PADEE. The VCO will be recruited to:

a. Guide the PADEE partners including the provincial staff in implementing the value chain activities through a cluster approach
b. Identify the value chain actors in the selected commodities in cooperation with the PADEE partners especially the provincial staff
c. Lead the process of linking producers, processors, traders, financial institutions, policy-makers and other relevant actors within the PADEE provinces to identify constraints and opportunities in value chains
d. Stimulate and build partnerships between value chain actors through multi-stakeholder processes
e. Pro-actively develop modalities to increase women’s and vulnerable farmer’s involvement in business and participation in decision making processes within the selected value chains

4. The Project for Agricultural Development and Economic Empowerment (PADEE) of The Implementing Support Unit, Ministry of Women’s Affairs, now invites eligible candidate (“Consultants”) to indicate their interest in providing the Services.

5. Interested The shortlisting criteria are in relation to:

The value chain officers must be multidisciplinary (the key value chain officer must have economic background). At the minimum, the officer(s) must possess the following:

    A Bachelor's degree in business-related disciplines, development studies or economics
    A minimum two (2) years demonstrated experience in Agribusiness research and/or work requiring a good understanding of market and value chain development.
    Past experience working on the NLB or livestock sub-sector market and value chain development
    Successful experience with local and national institutions, government departments, and business service providers.
    Conversant with current business models and practice in the regions' NLB and livestock.
    Practical application of cross cutting themes like gender mainstreaming, youth employment, M&E, advocacy.
    A self-motivated achiever with excellent leadership, teamwork, coaching, communication, networking and organizational skills.
    Good spoken and written communication skills in English
    Proven experience of using participatory tools and methodologies.
    Excellent analytical and report writing skills.

6. A Consultant will be selected in accordance with the Individual Consultant Selection-ICS method set out in the IFAD Procurement Handbook version September 2010 in consistency with the procedures set out in the Procurement Manual for Externally Financed Project in Cambodia Volume I updated May 2012.
