The Ministry of Interior, through the National School of Local Administration (NASLA), has received financing from the Asian Development Bank (ADB) toward the cost of the Second Decentralized Public Service and Financial Management Sector Development Program – Sub-Program 1
The Project now invites Expressions of Interest (EOIs) from qualified and experienced individual consultants to undertake the following assignments. Detailed Terms of Reference (TORs) are available for each position.
- Working with governments on capacity development would be preferred.
- Having a strong knowledge of capacity development needs of local governments.
- Having extensive experience in training program development.
- Having knowledge of regional local government or Sub-national Administration System in Cambodia is an advantage.
- Having strong experience in providing technical assistance through participatory approaches.
The selection process will be conducted in accordance with the provisions set forth in the Standard Operating Procedures (SOP) on Procurement for Externally Financed Projects/Programs in Cambodia, and the ADB Guidelines on the Use of Consultants by ADB and Its Borrowers.
In submitting their expressions of interest, the interested consultants are kindly requested to indicate the Position and reference (CS #) and provide with their updated Curriculum Vitae on ADB standard CV format, indicating personal and technical skills, education qualifications, experience in similar assignments.
Further information in a written form can be obtained at the address during office hours 7:30 to 12:00 and 14:00 to 17:00 hours, Monday through Friday, except public holidays.
Expressions of Interest may be submitted via ADB consultant management system (CMS) on or before the closing date (before 17:00 hours, Phnom Penh Time). Only short-listed candidates will be invited for contract negotiation.
