Job Description
We are now looking for qualified candidate to fulfill the position below:
Job Responsibilities & Duties
- Project Planning and Coordination
- Support the preparation and implementation of annual work plans, activity schedules, budgets, and procurement plans.
- Coordinate project implementation with NCDM departments, PCDMs, DCDMs, CCDMs, and development partners.
- Organize coordination meetings, technical working groups, workshops, and stakeholder consultations.
- Ensure project implementation complies with approved work plans, donor requirements, and NCDM policies.
- Support the integration of DRR and climate resilience into national and sub-national development planning.
- Project Implementation
- Support implementation of project activities related to:
- Disaster Risk Reduction (DRR) and Disaster Risk Management (DRM).
- Early Warning for All (EW4ALL) and Community-Based Disaster Risk Management (CBDRM).
- Disaster preparedness, response, contingency planning, risk assessment, hazard mapping, and simulation exercises.
- Emergency Operations Center (EOC), PRISM, CAMDi, EWS-1294 registration campaigns, and flood monitoring systems.
- Development of DRM manuals, guidelines, standard operating procedures (SOPs), training materials, and capacity-building programmes.
- Capacity Building and Stakeholder Engagement
- Coordinate training workshops, Training of Trainers (ToT), consultations, and simulation exercises.
- Prepare technical and training materials and monitor training effectiveness.
- Build and maintain effective partnerships with government agencies, UN organizations, NGOs, academic institutions, and development partners.
- Promote multi-sector coordination, knowledge sharing, and documentation of lessons learned and best practices.
- Monitoring, Reporting, and Knowledge Management
- Monitor project progress against work plans and performance indicators.
- Conduct field monitoring visits and collect, verify, and analyse project data.
- Prepare monthly, quarterly, annual, and donor reports.
- Maintain project documentation, databases, and filing systems.
- Prepare success stories, case studies, communication materials, and support project evaluations.
- Other relevance Responsibilities
- Promote gender equality, disability inclusion, protection, and social inclusion throughout project implementation.
- Ensure meaningful participation of women, persons with disabilities, and vulnerable groups in project activities.
- Perform other duties assigned by the Project Manager or NCDM leadership.
Job Requirements
Languages:
- Khmer - Fluent
- English - Good
- Bachelor's Degree in Disaster Management, Project and Program Development, Environmental Science, Climate Change, Geography, Natural Resource Management, Rural Development, Public Administration, or other related fields.
- Relevant professional experience in disaster management, disaster risk reduction, climate resilience, emergency management, or related fields. for 5 years as a minimum
- Demonstrated experience in project coordination, implementation, monitoring, and reporting.
- Experience working with government institutions, development partners, UN agencies, or NGOs.
- Experience organizing training, workshops, consultations, and donor-funded projects is highly desirable.
- Sound knowledge of DRR/DRM policies, the Sendai Framework, Sustainable Development Goals (SDGs), and EW4ALL.
- Good understanding of contingency planning, humanitarian coordination mechanisms, monitoring and evaluation.
- Familiarity with PRISM, CAMDi, and other disaster information management systems is an asset.
- Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook, Teams) and data management applications.
- Experience with GIS or disaster information management systems is an advantage.
- Excellent written and spoken Khmer.
- Good written and spoken English.
- Strong project management, coordination, and organizational skills.
- Excellent analytical, problem-solving, communication, facilitation, and report-writing skills.
- Ability to manage multiple tasks, work independently, and coordinate with diverse stakeholders under tight deadlines.
