Job Description

OBOR Advisory and OBOR Management are sister companies based in Phnom Penh, Cambodia, operating at the intersection of investment, transformation, and advisory services. OBOR Advisory delivers consulting services to SMEs, investors, and public-sector institutions; OBOR Management is a SERC-licensed investment fund manager focused on blended finance and impact-oriented capital for frontier markets.

Job Responsibilities & Duties
  • Business Registration & Licensing
  • Register new businesses with the Ministry of Commerce, managing the process from application through to incorporation
  • Apply for, renew, and track Ministry licenses required for company and client operations
  • Prepare and submit Ministry of Commerce (MoC) annual declarations on time and in full compliance
  • Government & Regulatory Liaison
  • Draft formal correspondence to the Securities and Exchange Regulator of Cambodia (SERC)
  • Visit ministries and government offices in person to submit documents and check on application status
  • Maintain organized, up-to-date records of filings, licenses, and government correspondence
  • Contract Review & Client Advisory
  • Review and draft commercial agreements and contracts on behalf of the company and its clients
  • Advise clients and internal stakeholders on legal compliance and regulatory matters
Job Requirements
Languages:
  • Khmer - Fluent
  • English - Fluent
Qualifications:
  • Bachelor's Degree in Law or a related field
Work History:
  • Corporate law, compliance, or government relations for 1 to 3 years
Skills & Knowledge:General & Technical Skills
  • Good working knowledge of Cambodian ministries, licensing procedures, and regulatory bodies; able to travel to ministries for document submission
  • Prior experience with SERC filings or fund/investment-related regulatory work
  • Experience advising SME clients on legal or compliance matters
