Our Vision for the CLV Cluster is: A CLV Cluster that increases our impact on the ground, strengthens our ability to influence policy changes at country and regional levels, raises income and saves costs.

A key feature of the CLV Cluster design is a consolidated, virtual hub, with a single line management structure that reports to the CLV Leadership team, led by the CLV Director. The CLV leadership team is multi-located and provides distributed leadership for programs, business operations and business development functions.

The team provides strategic and operational support across the full business development cycle, including donor intelligence and analysis, funding pipeline development, donor engagement preparation, opportunity tracking, bid coordination, proposal development and learning from past submissions. It works across institutional donors, trusts and foundations, private sector actors and other emerging financing sources to diversify and grow the Cluster’s funding base.

The team is responsible for implementing, monitoring and continuously improving the CLV Business Development Strategy and Plan, ensuring that resource mobilization approaches are context-specific, partner-informed and aligned with Oxfam’s strategic priorities, values and partnership principles.
